Your Team:

The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of seven divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Compliance and Enforcement and Housing Incentives.
The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP), the Participation Loan Program (PLP), the Housing Preservation Opportunities Program (HPO), The Capital Partnership for Affordable Renovations Program (CPAR), the Lead Hazard Reduction and Healthy Homes HUD Multifamily Program (HUD MF), the Third Party Transfer Program (TPT), Multi-Family Preservation Loan Program (MPLP), Neighborhood Pillars Program (“Pillars”) and the LIHTC Portfolio Preservation (Year 15) Program. These programs facilitate the financial and physical viability, as well as affordability of privately-owned multi-family and single-family buildings throughout New York City. The Division plays a key role in implementing the overall preservation strategy for HPD’s Office of Development in support of the Mayor’s Blueprint.
Your Impact:

The Division of Preservation Finance seeks a Director to oversee the Owner Resource Center (“ORC”), reporting to the Assistant Commissioner for Preservation Finance. The ORC oversees outreach and technical assistance programs to private buildings owners in the five boroughs, and the unit also oversees the pre-in rem foreclosure action process associated with the Third-Party Transfer Program.

The Third-Party Transfer Program is a tax enforcement program that includes in rem foreclosure actions. The Director will lead in the oversight of compliance with legislation to ensure the program is administered accurately and effectively and follows the requirements of the statute and program rules. The work includes coordinating with DOF, DEP, law department, owners, elected officials, and others as needed. As Director, you will oversee tracking, coordination and field work associated with the TPT/In Rem pipeline.

The Director will also work to develop and oversee the administration of the Owner Resource Center – a new program in partnership with vendors selected by HPD aimed at assisting owners of multifamily rental buildings and HDFC cooperatives to improve operations, stabilize buildings, navigate government programs, and access financial assistance. As Director, your duties will include: program design, contract procurement, contract management, program implementation, outreach & communication, contract adherence, and program evaluation. The team also may work expand programmatic support to help owners stabilize their property through the Owner Resource Center or other appropriate programs administered by HPD or other agencies.

The Director will perform duties included, but not limited to the following:

Your Role:

Under the supervision of the Assistant Commissioner, you will oversee strategic outreach and stabilization efforts for existing rental and HDFC cooperative buildings in New York City, including administering the Owner Resource Center, Third Party Transfer, and the MW Water Assistance Program, and managing a staff consisting of two analysts and the work of a grant funded Program Manager. You will oversee the expansion of the Landlord Ambassador Program through the Owner Resource Center – a new program in partnership with nonprofits aimed at assisting owners of multifamily rental buildings and HDFC cooperatives to improve operations, stabilize buildings, navigate government programs, and access financial assistance. As director, you will be responsible for overseeing the TPT/In Rem pipeline of foreclosed properties, with duties around tracking, coordination and field inspections, as needed. You will also oversee the MF Water Assistance program and assess whether other technical assistance and/or financial support is needed to address building stabilization needs. As director, you will also be responsible for handling administrative functions such as budget forecasting, reporting and compliance requirements and duties related to procurement contracts in support of the program. In addition, you will work on program improvements and policy development. You will work closely with the Building Stabilization Program and other preservation staff to understand and help owners access HPD and other governmental financial assistance.


Your Responsibilities:

As Director, you will perform duties including, but not limited to the following:

- Work to improve on policies and further develop programmatic areas to address service gaps for technical and financial assistance to stabilize properties financially and physically.
- Manage staff that will be analyzing, tracking, and reporting In Rem and Property databases and historical data sets with other City Agencies including Department of Finance (DOF) and Department of Environmental Protection (DEP).
- Preparation of the Request for Qualifications (RFQ) for TPT Rounds which includes scoring and selection of qualified sponsors.
- Working with HPD's internal data-analytics Performance Metrics Analysis, to report information on in rem rounds for both internal and external reports.
- Work with the DOF, DEP, law department and staff across HPD to administer Third Party Transfer, including overseeing the program from selection and commencement of the in rem action through transfer, including tracking properties, communication and responding to information requests.
- Oversee outreach and communication to owners and residents, including ensuring owners are aware of resources that may help stabilize their property (which may be administered by HPD or other entities.)
- Work with HPD internal teams and external stakeholders to secure additional funding, including working within City procurement processes
- Conduct requests for proposals (RFP) for ORC service contracts
- Manage the City Procurement for registering vendors
- Facilitate routine meetings with ORC vendors to review activities and ensure compliance with reporting and performance requirements, including payment requirements
- Monitoring and evaluating the program; including tracking and reporting the milestone activities from the service provider(s) and program
- Ensure adequate funding availability for the ORC programmatic areas, including drafting funding proposals and completing workflow analyses to secure additional funding, as needed.
- Prepare reports, memoranda and written correspondence regarding program’s performance and issues
- Coordinate special projects, conduct policy analyses, initiate research and make recommendations that relate to the management and operations of unit and other issues as requested by the Assistant Commissioner for the Division of Preservation Finance and the Associate Commissioner for Preservation and Portfolio Management.

ASSOCIATE HOUSING DEVELOPMENT - 22508

Qualifications:

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
