The Department of Technology and Enterprise Business Solutions, Enterprise Resource Planning (ERP) seeks a highly-skilled Oracle e-Business Suite R12 technical expert to provide production support and develop modifications, enhancements, extensions, interfaces and reports. The individual must have significant technical experience in supporting Payroll, Compensation Workbench and HCM modules.
Scope of Work:
This individual may be responsible for, but not limited to, the following:
- Evaluate functional documentation and requirements and determine the technical
components required
- Develop interfaces, custom reports and invoke programs in Oracle Data Integrator (ODI)
11G or 12C to interface with Oracle EBS.
- Support business owner requests for information and assistance with production issues to
resolution
- Ensure complete and end-to-end testing for payroll tax and regulatory requirements for
active, retiree and election judge payrolls as well as federal and local laws for FMLA
processing
- Perform analysis on issues, develop action plans, coordinate activities with ERP functional
and technical team members and business owners
- Complete functional documentation for any new and/or changing initiatives.
- Document technical requirements, configurations, design specifications, test plans, test
cases, and technical troubleshoot guide
- Develop technical test scripts and perform testing
- Perform technical analysis to resolve issues and streamline operations
- Perform application development using Oracle Application Framework technology, Oracle
Application Development Framework and JDeveloper (Java,J2EE)
- Diagnose and resolve complex system problems and debug code

Skills/experience preferred includes:
- Four to six years application development experience in Oracle EBS R12 applications in a complex environment;
- Significant experience developing with OA Framework, Oracle ADF, and JDeveloper (Java/J2EE);
- Significant experience with development of Oracle technologies - Workflows, AME, SQL, PL/SQL, XML BI Publisher, Oracle Forms, Reports;
- Techno functional expertise in specific Oracle EBS modules for Payroll, Compensation Workbench, and HCM.
- Candidate should be strong technically and must have functional experience;
- Expert knowledge and experience with R12.2 code development standards;
- Expert knowledge in diagnosing and resolving complex system problems, troubleshooting
production issues and debugging code;
- Ability to work under pressure and meet tight deadlines.
- Strong verbal, written and interpersonal communication skills.

Contractor will work side-by-side with County Staff. There will be Contractor will work 40 hours per week except on designated County holidays. There will be work required at times on weekends and outside of normal business hours for implementation and/or production support. Contractor may be required to work off-site at other County facilities.
During this COVID-19 pandemic and recovery period, offsite remote (virtual) work is permitted 40 hours, 5 days a week. Contractor may be expected to work on-site in Rockville, MD office location as conditions improve.

One (or more), contractor for approximately one year (2,080 hours) with option to extend.
Response must include price discounts whenever applicable for each labor category being proposed.
No more than ten (10) proposed resumes should be submitted.
If selected for an interview, the contractor must participate in a Microsoft Teams video call before
being considered for the position.

All proposed candidates will be rated by the following criteria. If candidate(s) are selected, the Task Order Manager must select the top-rated candidate(s) based on this Evaluation Criteria.
