Project Overview
Court Technology Services (CTS) is undertaking a major Infrastructure Modernization and Service Transformation initiative. This includes modernization of data centres, hybrid cloud adoption, IT service management (ITIL), disaster recovery, resiliency, and business continuity planning.
The Business Consultant will play a key role in strategy development, operational transformation, and stakeholder engagement across multiple parallel workstreams.
Requirements
Key Responsibilities
1. Operations & Service Transformation
- Assess current infrastructure and service operations (server, storage, network, AV, desktop, service desk)
- Define and document end-to-end IT services, service catalogues, SLAs, and KPIs
- Design ITIL-aligned processes (incident, change, service design, continual improvement)
- Support organizational design, roles, and job descriptions
- Develop and execute change management and communication plans
- Support service management tooling (e.g., ServiceNow)
2. Data Centre Modernization & Hybrid Cloud
- Develop data centre modernization strategy aligned to hybrid cloud (Azure/AWS)
- Lead options analysis and decision-making
- Deliver:
- Multi-year strategic roadmap
- Near-term execution plan
- Multi-year strategic roadmap
- Collaborate with architects to produce logical designs and requirements
3. Disaster Recovery, Resiliency & Business Continuity
- Define and document RTO/RPO requirements
- Design DR and resiliency architectures
- Develop runbooks, recovery procedures, and test plans
- Coordinate and document DR exercises and outcomes
- Build/update business continuity frameworks
4. Governance & Executive Support
- Prepare executive presentations, briefings, and decision documents
- Support risk, issue, and project governance activities
- Develop business cases and strategic recommendations
- Facilitate workshops and stakeholder consultations
Mandatory Requirements
Education
Candidate must meet one of the following:
- University degree in Business, Management, or related field + 4 years experience, OR
- 2-year diploma in Business/Management + 6 years experience, OR
- 1-year certificate in Business/Management + 7 years experience
Core Experience (Minimum 5 Years Each)
- Supporting execution of business/IT strategies (technology, process, operations)
- Experience at management level in large organizations (2000+ staff)
- Developing and delivering presentations to executives and stakeholders
- Building and maintaining cross-functional relationships
- Developing business cases for strategic and IT initiatives
Soft Skills
- Strong verbal and written communication
- Ability to engage with technical and non-technical stakeholders
- Strong facilitation and stakeholder management skills
Nice-to-Have Qualifications
- Experience with impact and risk assessments
- Strong documentation skills (process flows, diagrams, roadmaps, SWOT, RACI, etc.)
- Experience evaluating policies, programs, and initiatives
- Project management experience in large organizations
- Cost-benefit and financial analysis/modeling
- Experience in digital transformation initiatives
- Leading large-scale technology change
- Change management expertise
- Experience with government planning, budgeting, and FOIP
- Communications planning experience
- Public sector / justice or court environment experience (preferred)
Work Details
- Hours: 36.25/week (Mon–Fri, 08:15–16:30 MST)
- Location: John E. Brownlee Building, Edmonton
- On-site: Required for key meetings (some remote flexibility possible)
- Travel: Up to 10%
- Work must be performed within Alberta
