Job Description

BCS Allegient is hiring for a Senior Energy/Industrial Project Analyst to join our team at the Department of Energy.

We are seeking a senior level analyst to support large‑scale energy/industrial infrastructure project negotiations and the strategic use of innovative contracting mechanisms. This role will support integrated project teams in leveraging Other Transaction Authority (OTA) for demonstration projects, where appropriate, and in refining award structures to ensure consistency, clarity, and outcome‑focused execution across the program’s portfolio.

The ideal candidate brings deep experience in project negotiations, award document development, and program design using a range of federal contracting and financing mechanisms.

Key Responsibilities

  • Provide advisory support to integrated project teams during negotiations of large‑scale energy and/or industrial infrastructure and demonstration projects.
  • Support the development of a practical negotiation and program design “toolkit” to support consistent and effective use of OTA across the program portfolio.
  • Refine contract articles, reporting requirements, deliverables, and milestone structures to ensure consistency across OTA and financial assistance awards.
  • Support award document development, including statements of work, terms and conditions, and reporting frameworks.
  • Advise on selection and tailoring of contract mechanisms—OTA, Partnership Intermediary Agreements (PIA), Prizes, or financial assistance—to maximize program impact and outcomes.
  • Support refinement of program design methodologies to align award structures with strategic objectives and execution reality.
  • Coordinate with technical, legal, financial, and program stakeholders to support informed negotiation and award decisions.
  • Capture best practices and lessons learned to inform future program execution and guidance development.
  • Bachelor’s degree in engineering, business, public policy, or a related field (advanced degree preferred).
  • Demonstrated experience supporting complex project negotiations for energy or infrastructure projects.
  • Hands‑on experience developing or negotiating awards using OTA and/or other innovative contracting mechanisms.
  • Experience creating or refining federal award documents, including contract articles, milestones, and reporting requirements.
  • Strong understanding of how contract structure influences project execution and performance oversight.
  • Ability to work effectively across multidisciplinary integrated project teams.

Desired Experience & Capabilities

  • Experience developing program design approaches using multiple contracting and financing mechanisms (e.g., OTA, PIA, Prizes).
  • Familiarity with large‑scale demonstration or first‑of‑a‑kind projects.
  • Strong written and verbal communication skills, particularly in translating complex negotiations into clear documentation.
  • Experience supporting portfolio‑level consistency while allowing project‑specific tailoring.
