Expression of Interest: Sector and Cross-cutting Technical Short-Term Advisers


Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.

  2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.

  3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and solid waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role
We are seeking expressions of interest from qualified technical specialists for Short-Term Adviser (STA) positions to provide technical leadership during KINETIK's inception phase.

These Adviser roles will provide targeted technical support to the development and early delivery of KINETIK’s pipeline of activities and investments during the inception phase. This includes supporting activity design, project preparation, stakeholder engagement, and the development of sector strategies and delivery approaches. Advisers will work closely with the Executive Leadership Team and emerging sector teams to help translate priority opportunities into implementable and investment-ready activities.

In the early stages of inception, this will include contributing to strategy development, provision of ad hoc technical advice, preparation of position papers and analytical inputs, and supporting the identification and development of potential activities as program priorities are refined.

During inception, STAs are expected to play a key role in bridging early technical gaps while permanent leadership and sector teams are recruited, including providing surge capacity and specialist expertise to respond to emerging Government of Indonesia and DFAT priorities.

The following Short-Term Adviser positions are available:

·     Renewable Energy Advisers

·     Sustainable Transport and Urban Connectivity Advisers

·     Water and Sanitation Advisers

·     Solid Waste Management Advisers

·     Digital Technologies and Automation Advisers

While the roles above reflect KINETIK’s initial priority sectors and cross-cutting themes, the program adopts a flexible, demand-driven approach to technical engagement. This EoI will be used to establish a pool of high-quality technical advisers who may be engaged across a broader range of sectors and thematic areas relevant to KINETIK’s objectives, including climate, sustainable infrastructure, and innovative financing.

KINETIK places a strong emphasis on the integration of climate and financing considerations across all sectors. Advisers are expected to bring an ability to consider how sector interventions contribute to climate mitigation and adaptation outcomes, and how they can be structured to support investment and financing. Experience working at the intersection of sector policy, technical design, and financing will be highly regarded.

This approach enables KINETIK to rapidly mobilise specialist expertise in response to emerging opportunities, support early pipeline development, and test and refine approaches during the inception phase.
