Overview
POSITION SUMMARY
This position is responsible for the oversight, strategic planning, implementation, budgetary management, and evaluation of the Culture and Language Resource program (CLRP) at TCRHCC. Incumbent provides direction of policy and procedure development, hiring of program staff, and community education and training, and coordination of (CLRP) activities to promote the traditional healing and Healthcare Interpreter programs. The incumbent is responsible for the management and supervision of the Healthcare Interpreter team to ensure identified departmental goals and initiatives are achieved. Works closely with stakeholders within TCRHCC and the community to enhance measures for patients requiring traditional healing services and patients requiring Healthcare Interpreter services.
Qualifications
NECESSARY QUALIFICATIONS
Education:
Master’s degree in Public Health, Healthcare Administration or related field.
Experience:
- Demonstrated experience of concepts, principles, practices, methods, and techniques of traditional Navajo or alternative healing practices.
- Must be fluent and highly proficient in speaking the Navajo Language

Physical:
The work is primarily sedentary with slight physical effort; use of hands and arms, i.e., to coordinate sweat lodge therapy and to operate office equipment such as computer, copier, printer, fax, etc. Must have the prolonged (3/4 workday) ability sitting, walking, bending, , and maintaining balance. Must have the frequent (1/2 workday) to stand; and occasional (less than 1/4 workday) driving, climbing, kneeling, and crouching. Incumbent must have ability to lift 10 pounds; and push, and pull up to 24 and 34lbs occasionally. Sensory requirements for position require the prolonged ability for for the following: far, near, and color vision, depth perception, hearing normal speech, telephone use,frequent seeing fine details and, hearing overhead pages on a loud speaker Incumbent must have hand manipulation prolonged ability with simple and firm grasping, use of keyboard, and fine frequently l fine manipulation.
Mental:

To understand the culture of the organization and offer training and development that meets the needs of TCRHCC management and staff. Incumbent must have the prolonged ability to concentrate. Environmental:
This position may occasionally be exposed to infectious diseases. This position typically will work in a well-controlled office environment with occasional exposure to hospital or clinic patient care areas.
Responsibilities
ESSENTIAL FUNCTIONS
- Oversees the overall planning, directing and timely execution of program and department activities, including development of goals and objectives. Develops policies, procedures and guidelines related to the Culture and Language Resource program.
- Provides leadership to the Healthcare Interpreter and the Traditional Healing program teams Responsible for staff development, competencies and continuing education, strategic planning, budget development, and revenue generation.
- Develops certification process to ensure Healthcare Interpreters are certified annually.
- Collaborates with internal and external departments and agencies to plan, develop, implement, and evaluate the CLRP for accessibility and availability of traditional healing and healthcare Interpreter services at TCRHCC.
- Establishes policy and procedures outlining guidelines for program accessibility and accountability of traditional healing and healthcare Interpreter services.
- Develops, revises, and updates policy and procedures, program goals and objectives, and personnel scope of work activities.
- Evaluates program effectiveness and service development on a continuous basis.
- Enhances internal communications processes and provide a forum for patients and staff to share their knowledge of traditional healing practices.
- Facilitates and administers organizational wide activities that enhance the traditional (holistic) healing environment for patients.
- Plans, develops, and implements a traditional (native) healing cultural education and healthcare Interpreter programs for patients and staff, including but not limited to: New Employee Orientation (NEO), New provider orientation
- Consults and collaborates with other leaders of traditional healing locally and regionally.
- Demonstrates the ability to be a team player in working with the organization’s multi-disciplines, including the development and oversight of the organization wide Traditional healing committee.
- Stays abreast of current public health policy at the federal, state, county and Tribal level related to Traditional healing initiatives.
- Evaluates staff performance and takes corrective or disciplinary action as needed. Responsible for staff development and
- hiring, orienting, supervision, timekeeping, training performance evaluations, and managing personnel issues in accordance with TCRHCC policies.
- Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
- Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
- Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
Research and Evaluation – Special Tasks and Assignments:
- Researches and evaluates the CLRP program for accessibility, availability, and accountability of traditional (native) healing services using continuous performance improvement methods and tools.
- Contributes to the development, implementation and evaluation of strategic planning activities impacting the CLRP, including writing and developing grants.
- Develops, implements, and evaluates curriculum related to native culture traditional healing and healthcare Interpreting.
Support for Provisions of CLRP:
- Collaborates and establishes partnerships with Navajo and other Native Nations who have similar services and cultural education programs.
- Facilitates the referral of patients for traditional (native) healing support, consultation, and treatment.
- Collaborates with departments to arrange for traditional rituals/practices to enhance the (health) environment for patients and staff. Examples of activity include blessing ceremonies for special events, i.e., program or building expansion, project implementation, after emergency codes (Blue, Yellow, etc.), or purification of patient rooms after patient expiration (i.e. miscarriage, stillborn, natural causes, trauma, etc.).
- Educates staff of the available routine (short-term) traditional healing services and assists with scheduling traditional ceremonies as needed.
- Assists in the coordination of sweat lodge therapies.
Other Duties:
- Adhere to the expectations of required and mandatory in-services, certifications, and licensure.
- Obtain Basic Life Support certification.
- Participate in community events and activities as needed or directed.
