After four years of continuous conflict, the humanitarian crisis in Yemen is the worst in the world, driven by conflict, economic collapse and the continuous breakdown of public institutions and service. Conditions are worsening at a nearly unprecedented rate. The Yemeni Rial has rapidly depreciated, people's purchasing power reduced and cost of food basket sand fuel prices increased. In Response to this situation, the European Union (EU) availed funds to CARE in partnership with ACF, DRC, OXFAM and ACTED to implement a resilience based programme with significant cash component. The programme also focusses on building vital community assets contributing to resilience building.
The MEAL Specialist is a key member of the Consortium Coordination Unit ( CU) responsible for development of the Consortium’s Monitoring, Evaluation, Accountability and Learning (MEAL) framework and to oversee and guide on its implementation. Reporting directly to the Consortium Coordinator, the MEAL Specialist will guide a technical MEAL working group, composed of MEAL Focal Points of the consortium member organisations. The MEAL Specialist will lead the group towards harmonization of MEAL approaches and tools; will be responsible for ensuring overall coherence of monitoring and reporting tools, and coordination and compilation of data collected by the different consortium partners.
S/he will be responsible for maintaining and enhancing existing monitoring systems, developing new and innovative approaches that bring the consortium organisations together around a harmonized MEAL system, and establishing creative accountability mechanisms appropriate to the context. The MEAL Specialist will provide ongoing guidance and support to implementing partners, and Consortium members in the development and application of MEAL tools and approaches. He/She will contribute significantly to documenting program results, briefing the consortium management/oversight body and preparing donor reports.
Responsibilities:
- Establish and oversee the implementation of MEAL systems
- Monitor program activities
- Guide, coach and advise IM/Data collection
- Consolidate, analyse and advise Consortium management
- Due to the highly volatile nature of the context, other duties might be assigned especially during times of upticks and escalation
Qualifications:
- Masters degree in statistics or social sciences (political science, economics, sociology, etc.). Bachelor Degree might be accepted in combination with significant work experience.
- At least 5 (five) years of experience in similar capacity with humanitarian organizations, including establishing monitoring, evaluation and learning systems in a highly volatile security and humanitarian context
- Strong ability to analyse data and information and present conclusions and recommendations succinctly and clearly to senior managers and donors
- Demonstrated experience in influencing, guiding, coaching and mentoring others
