The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. Office of the Chief Performance Officer (CPO) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of the Chief Performance Officer (CPO). CPO supports and strengthens HUD's performance culture with services, policies, systems, and strategies to engage, inspire, and retain a high-performing workforce that achieves mission objectives. CPO provides the following Department-wide functions: Performance Management; Employee Recognition and Awards; Employee Engagement; Labor Relations; Employee Relations; and the full range of Executive Resources Management. As an Investigations Director, you will: Directs and personally conducts high-complexity administrative investigations involving sensitive allegations of employee misconduct. Supervises investigators, analysts, and program staff responsible for investigative operations and program support. Oversees investigative planning, scope determination, and resource allocation for complex or high-risk investigations involving senior officials, significant organizational impact, or potential reputational risk. Ensures investigative methodologies incorporate advanced evidence collection techniques, including digital evidence review, forensic analysis, and structured witness interviewing methodologies. Leads or supervises investigative teams conducting independent fact-finding inquiries involving harassment, hostile work environment, abuse of authority, retaliation, workplace violence, ethics violations, and other misconduct. Reviews evidentiary findings to ensure investigative conclusions are supported by credible testimony, documentary evidence, and forensic analysis. Produces or approves comprehensive investigative reports that present clear factual findings, credibility determinations, evidentiary analysis, and supporting documentation sufficient for administrative adjudication. Ensures investigative products meet legal sufficiency standards necessary to sustain disciplinary or adverse.

Requirements

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Directing an enterprise-wide Administrative Investigations and Anti-Harassment Program overseeing a multitude of cases annually across multiple components, achieving regular/routine on-time case completion. - Overseeing high-risk investigations involving senior officials and complex misconduct allegations, producing legally sufficient Reports of Investigation that supported disciplinary actions up to removal, with minimal investigative findings overturned due to procedural or evidence deficiencies. - Advising senior management officials, including SES and political leadership, through high-level briefings and decision memos, influencing major disciplinary decisions, workforce risk mitigation strategies, and internal control enhancements. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
