Description:
Sincerus Global Solutions is seeking an experienced full-time Early Warning & Community Engagement Senior Mentor who will serve as the lead embedded mentor supporting the Police of the Republic of Mozambique (PRM) in strengthening early warning, threat detection, and response capabilities. This role is central to advancing program objectives to identify, assess, and mitigate threats through improved intelligence practices and community engagement.
The Senior Mentor will focus on mentoring the PRM in leveraging open source and human based intelligence to move towards an intelligence led policing model that identifies potential threats before they reach critical infrastructure and vulnerable populations. Additionally, the Senior Mentor will emphasize a community-oriented, trust-building approach to intelligence gathering, integrating local insights with formal law enforcement processes. The position requires a balance of analytical rigor and interpersonal engagement.
Key Responsibilities
- Intelligence Collection and Analysis
- Mentor PRM personnel on structured approaches to intelligence collection, validation, and analysis
- Support development of actionable intelligence products to inform decision-making and operations
- Establish practical workflows for incorporating community-sourced information into intelligence processes
- Strengthen adherence to professional law enforcement intelligence standards and practices
- Early Warning Systems and community Engagement
- Develop and implement "U.S.-approved" information-sharing channels between the PRM and local village leaders in Macomia and Palma.
- Support the design and implementation of early warning mechanisms linking communities and law enforcement
- Train PRM units in community engagement techniques that build trust and encourage reporting of suspicious activity
- Assist PRM in planning and conducting community outreach activities
- Operational Response support
- Advise PRM on translating intelligence into timely responses to threats
- Support planning and coordination of preventive actions, investigations, and response operations
- Help develop clear procedures for decision-making and operational coordination
- Mentorship and Capacity Building
- Provide day-to-day, embedded mentorship to reinforce training and support real-time application of skills
- Assist in developing operating procedures for early warning, intelligence handling, and response
Required Qualifications
- 10+ years of relevant experience in:
- Military intelligence (JSOC preferred) or law enforcement led counterterrorism investigations or joint task forces.
- Field-based advisory or mentoring roles
- Demonstrated experience and deep understanding of the intelligence cycle (collection, analysis/evaluation, dissemination) and experience training foreign partners in threat assessment.
- Experience supporting or implementing community policing or community engagement approaches
- Experience working in rural, conflict-affected areas with limited infrastructure
- Strong interpersonal and mentoring skills
- Fluent in English (speaking, reading, and writing)
- Working knowledge of Portuguese is preferred for this role due to the deep community engagement
- Proficient in Microsoft Word, PowerPoint, and Excel.
