The Position:
The Supply Chain Assistant is located in the UNFPA Afghanistan Country Office (CO) Area Office in Herat or Mazar, Afghanistan. Internal contacts include the International Operations Manager and the Operations Team, the Humanitarian Coordinator and Humanitarian Team, the Programme Team, and the Area office team. For international procurement of programme supplies channeled through the Supply Chain Management Unit in Copenhagen (SCMU), the Supply Chain Assistant works closely with SCMU.
The Supply Chain Assistant also interacts with the members of the inter-agency Supply Chain/Logistics Task Team under OMT. External contacts are mainly involving suppliers, including providing administrative support in communication with suppliers and following up on requests and documentation. In close collaboration with the other members of the Supply Chain Team, processing custom clearance involves external contacts with the local partners concerned.
This position strengthens the supply chain function in the field, provides support to humanitarian response in the duty station as well as nearby areas that could be prone to emergencies and manages the warehouses where required.
Under the overall guidance of the Deputy Representative, the position reports directly to the Supply Chain Specialist and has a dotted reporting line to Herat Area Coordinator/GBViE.

Job Purpose:
Under the overall guidance of the Deputy Representative and the direct supervision of the Supply Chain Specialist, the Supply Chain Assistant ensures execution of transparent, policy and procedure compliant, supply chain services and processes in the CO. The Supply Chain Assistant promotes a client-focused, quality and results-oriented approach in the CO.
The Supply Chain Assistant works in close collaboration with the Operations, Programme staff in the CO, Area Office and UNFPA Supply Chain Management Unit, providing administrative and logistical support and facilitating information exchange related to supply chain activities.
You would be responsible for:
Supply Planning and Coordination
- Support in development and the implementation of supply and procurement plans for the CO to ensure timely delivery of programme supplies.
- Assist in compilation of supply and logistics requirement information based on approved supply plans and budgets and maintain tracking records.
- Coordinate with implementing partners, field offices, and local counterparts on delivery schedules and distribution arrangements.
- Provide regular updates to relevant UNFPA programme units and partners on the status and supplies movement
Logistics Support (Upstream Activities)
- Assist in preparing requisitions and supporting documentation in the ERP system, verify funding availability, and support invoice processing in line with UNFPA procedures.
- Coordinate inbound and outbound shipments, including freight forwarding and customs clearance, maintain delivery records. Follow up on supplies delivery status, and review and verify shipping documents to ensure accuracy and compliance with UNFPA requirements and national regulations.
- Prepare and submit the required documents to local authorities for importation approval.
- Liaise with local customs agents and authorities to facilitate smooth customs clearance and minimise delays.
Inventory and Warehouse Management (In-Country Activities/Downstream)
- Coordinate the cross-border and in-country transportation services in line with the approved distribution plans, ensuring timely delivery by liaising with relevant internal and external partners
- Prepare all documentation for hand-over process , including Delivery Slips , obtain the required signatures from both UNFPA and partners
- Maintain accurate inventory records in UNFPA Shipment Tracker system, including barcoding and tagging in accordance with programme supplies management policies.
- Regularly monitor stock levels, prepare inventory reconciliation reports, and support warehouse operations.
- Conduct receiving and inspection of goods, including coordination of returns for damaged or defective items.
Supply Chain Data, Compliance and Administrative Support
- Maintain supply chain data and generate routine reports on delivery status, stock levels, and expiry.
- Ensure proper documentation for reporting and audit purposes, support compliance with UNFPA supply chain policies and procedures.
- Coordinate with the SCMU Inventory Control Unit on any identified damages, losses, or discrepancies, and facilitate appropriate corrective actions in line with established procedures.
- Support the implementation of UNFPA Last Mile Assurance (LMA) activities to strengthen accountability and ensure the appropriate safeguarding of programme supplies.
- Provide logistical and administrative support to supply operations, and perform other related duties as required.
Perform any other duties as may be assigned by the supervisor or designated authority.
Qualifications and Experience:
Education:
Completed Secondary Level Education required.
Knowledge and Experience:
- At least 5 years of progressively responsible experience in supply chain management, logistics, warehousing required.
- Proficiency in current office software applications and corporate IT systems required.
Languages:
Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
