The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District.  This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

POSITION GENERAL SUMMARY:
Performs clerical and supervisory duties, in the absence of the Jury Commissioner, relating to the jury system for the Fourth District Court. Assists the Jury Commissioner in planning, directing, maintaining and coordinating the work of the Jury Office; This position works with considerable independence under the supervision of the Jury Commissioner. The position is located in the Ada County Fourth District Court, Jury Commissioner’s Office.

Position Duties

  • Supervises the office in the absence of the Jury Commissioner;
  • Prepares travel arrangements, expense vouchers, restaurant and hotel accommodations for all sequestered juries, members of the Grand Jury and Jury Commissioner;
  • Prepares jury payrolls and pay vouchers;
  • Prepares the Jury Utilization Report, monitors effectiveness and makes recommendations for improvement; 
  • Supervises Grand Jury activity to include: ordering meals, preparing payroll, monthly scheduling, parking validation and works directly with each Grand Juror;
  • Prepares calendar for District and Magistrate jury and court trials and coordinates calendar with Marshals Office;
  • Correlates jury trial activity with all Magistrate and District Court clerks;
  • Assists in the preparation of jury presentations for civic groups, schools and court-related organizations;
  • May be asked to greet checks-in and directs jurors during orientation and escorts jury panels to the proper courtrooms;
  • Files and manages several jury panels in preparation for submitting the names to the District and Magistrate Courts;
  • Processes internet jury summons; to include scanning documents, downloading, correcting, printing, and filing internet E-forms;
  • Works with dissatisfied jurors, assists jurors in resolving problems, and answers questions with regard to jury service obligations; 
  • Prepares documents for all jurors who fail to report for jury service and prepares orders for second summoned jurors;
  • Prepares order to show documents regarding fail to report jurors;
  • Performs criminal record checks on jurors, follows qualifications requirements, disqualifies and postpones jurors; 
  • Assists in maintaining jury trial calendar;
  • Researches voter and driver’s license computer records for the addresses for all undelivered jury summons documents;
  • Calendars, schedules appointments, meetings, events and special jury trial activities for Jury Commission staff;
  • Responds to written and oral inquiries for routine information; 
  • Prepares confidential correspondence and reports; 
  • Types, edits, and proofreads letters, memorandums, reports, forms, contracts and other items; 
  • Files, indexes, and processes office records, legal documents and related materials; 
  • Prepares voir dire and roll call lists for attorneys, judges, public defender, prosecutor and other court personnel; 
  • Prepares and mails warning postcards for jurors failing to respond to the jury summons; 
  • Assembles roll call, payroll log and voir dire for each panel;
  • Assists in adopting special procedures when change of venue jury trials and lengthy civil and criminal trials occur;
  • Manages the procedures in dealing with stand-by jury trials and reviews postponement requests submitted by jurors; 
  • Assists in drafting manual, policies, and procedures for the Jury Office; 
  • Inventories and orders office supplies;
  • Copies and files jury qualification information for the court;
  • Prepares and delivers orientation to the jury panel;
  • Prepares employment verification documents for jurors; 
  • Assists the bailiff in accommodating the needs of the jurors; 
  • Prepares documents for judges during jury trial proceedings; 
  • Prepares all documents and oversees all Grand Jury activity relating the jurors;
  • Prepares the daily message and records through the CenturyLink Telephone system; emails daily jury instructions to jurors; updates daily jury instructions on internet.

ADDITIONAL FUNCTIONS 
  • May be asked to act as receptionist, answering multiple telephone lines and opens, sorts, and distributes mail; 
  • Records and transmits telephone messages for the Jury Commissioner and members of the impaneled jury; 
  • Performs related duties as required.

Minimum Qualifications

  • Supervisory and office management experience preferred
  • Knowledge of Idaho Code as it relates to the jury process; 
  • Knowledge of legal terminology, legal forms, office terminology, practices and procedures; court operation and procedure; and business arithmetic; 
  • Skill in using adding machines, personal computers, software packages, and other office machines;
  • Skill in communicating with culturally diverse populations; developing trust, confidence, and gaining cooperation from people;
  • Ability to communicate clearly and effectively, both verbally and in writing;
  • Ability to plan and prioritize work assignments;
  • Ability to exercise judgment; understand and follow verbal and written directions;
  • Ability to properly interpret and make decisions in accordance with laws, regulations and established policies and jury standards;
  • Ability to maintain confidentiality;
  • Ability to maintain harmonious working relationship with employees, county officials and the public; and exercise tact and discretion in obtaining the cooperation of others. 

OTHER REQUIREMENTS
  • Must communicate via the telephone for long periods of time; 
  • May be required to work beyond normal business hours in order to meet the requirements of the court;
  • The incumbent is subject to a criminal records check. 

Other Qualifications

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • May be required to lift up to 20 lbs.;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
