Job Description

Transportation Engineer

Classification Title:  Engineer 1, E18

Location: 14 S. Ft. Harrison Ave, Clearwater, FL

Nature of Work

This is an engineering/project management position within the Transportation Section of the Public Works Capital Improvements Division. This position is responsible for technical engineering work and managing consultants in the design and preparation of plans and specifications for ITS/ATMS and traffic engineering projects. Responsibilities include project management; project and scope development; engineering analysis; management of consultant design teams; coordination with other County departments, local, and state agencies, and utility owners; review and analysis of project deliverables; project site visits and stakeholder meetings; development of cost estimates; and grant management. This position will work with consultants to prepare project scopes and negotiate staff hours for consultant tasks. This position will also assist with project planning and development as well as review and participation in other County projects.

Esential Job Functions

  • Design of ITS and traffic engineering projects.
  • Manage the design of ITS, traffic engineering, and general engineering projects.
  • Establish and effectively manage project schedules and budgets.
  • Develop project scopes and negotiate staff hours with consultants.
  • Coordinate design activities with other County departments and local and state agencies.
  • Review and comment on plans and technical specifications of consultant and in-house design projects.
  • Assist in the preparation of construction specifications and bid packages.
  • Attends meetings with County staff, consultants, local and state agencies, contractors, and citizens.
  • Observe field construction and perform site inspections.

Position Specific Requirements

  • Bachelor’s degree with major coursework in Civil Engineering and a basic understanding of the use of Computer-Aided Design (CAD) systems; and 2 years of experience performing engineering tasks; or
  • Master’s or higher-level degree with major coursework in Civil Engineering and a basic understanding of the use of Computer-Aided Design (CAD) systems; or
  • Possession of an Engineer Intern Certificate in the State of Florida.
  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Records (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable Qualifications

  • Two (2) years experience in civil engineering and project management.
  • Working knowledge of civil engineering principals.
  • Knowledge of Traffic Engineering principals.
  • Knowledge of FHWA Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge of Federal, State and local laws, regulations, Statutes, Codes and standards.
  • Working knowledge of Microsoft Office, Word, Excel, PowerPoint software – for report and presentation preparation.
  • Knowledge of Pinellas County and Florida Department of Transportation Specifications and Design Standards.
  • Knowledge of the Florida Green Book.
  • Knowledge of ITS standards and practices.
  • Knowledge of FDOT's Traffic Engineering Manual.
  • ​Excellent communications skills – orally and in writing, public speaking.
  • Ability to establish and maintain effective working relationships.

Knowledge, Skills, and Abilities

  • Ability to communicate effectively, both orally and in writing, with employees, citizens, and other government agencies.
  • Ability to relate technical information in a manner understandable to co-workers, superiors, other County departments and members of the public.
  • Ability to lead and manage diverse projects from initiation to conclusion.
  • Ability to read and interpret a variety of plans, shop drawings, and specifications.
  • Ability to work with minimum supervision under broad guidelines
  • Knowledge of Microsoft Word, Excel, PowerPoint and Access software
  • Good listening skills are essential.

Physical/Mental Demands

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
