We are seeking a Director of Construction Services to lead and grow a construction engineering and inspection (CEI) program in Virginia. This role is responsible for building a construction services program, overseeing delivery of roadway and bridge construction services contracts, and strengthening relationships with VDOT, transportation agencies, and local municipalities across the Commonwealth. What You’ll Do

  • Lead and expand a Virginia construction services program with a long-term growth mindset
  • Oversee delivery of construction engineering and inspection (CEI) services for VDOT and local municipalities
  • Provide executive oversight of roadway and bridge construction projects, ensuring compliance with VDOT standards, schedules, budgets, and quality expectations
  • Serve as a trusted partner to VDOT and public-sector clients
  • Lead, mentor, and grow construction management and inspection staff in Virginia
  • Support business development efforts, including pursuits, proposals, and strategic planning
  • Collaborate with regional leadership to align operations with organizational goals

What We’re Looking For

  • Bachelor’s degree in Civil Engineering or related field
  • Significant experience with VDOT roadway and bridge construction
  • Demonstrated experience delivering CEI services for public-sector transportation clients
  • Proven ability to build, manage, and grow a construction services program or business unit
  • Strong leadership, communication, and client relationship skills

Preferred Qualifications

  • Professional Engineer (PE) license preferred (Virginia or ability to obtain)
  • Established relationships within VDOT or Virginia transportation agencies
  • Experience overseeing multiple projects or programs across a region or state

Requirements

  • Maintain a valid driver's license with a clean motor vehicle report (MVR) for final consideration
  • Possess a personal vehicle for use on or around a job site
  • Read, write, and understand plans and directions given in the English language
  • Basic computer skills with the ability to create and edit Microsoft Word and Excel documents, create Outlook emails and utilize SharePoint and Microsoft Teams to communicate with other team members
  • Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material, with a variation of elevation 19" or less (mud, gravel, rutted ground, etc.)
  • Able to wear GPI required PPE, i.e., hard hats, safety vest, work boots, and/or safety glasses/goggles while working 
  • Able to move equipment or inspection specimens weighing up to 50 pounds
