POSITION DESCRIPTION
Under the general supervision of the Chief Information Officer (CIO) of Information Technology (IT), or their designee, the Network Administrator/Project Leader provides strong leadership in overseeing and ensuring the successful completion of all tasks related to supporting the Town’s computer, telephony, data network, and hybrid cloud resources. This role leads the planning, coordination, and management of the installation, configuration, and ongoing maintenance of servers, desktop computers, laptops, mobile devices, printers, unified communications systems, network equipment, routers, switches, firewalls, cameras, and software across all Town departments. The position also provides high-level on-site and remote technical leadership at off-site buildings, directs collaboration with other IT staff on software/application issues, network connectivity, throughput, and overall LAN/WAN performance, and takes a proactive role in mentoring, training, instructing users and IT staff, and successfully leading assigned projects.

Provides expert leadership in managing network equipment including desktop computers, Windows servers, Linux servers, Hyper-Converged Infrastructure (HCI), cloud and hybrid environments, backups and replication, remote access solutions, firewalls, switches, routers, unified communications systems, and other networking components.
Leads complex projects involving Town staff, IT staff, and outside vendors, ensuring successful outcomes on time and within budget.
Coordinates team workflows and task assignments to ensure accountability, while tracking productivity metrics and identifying opportunities for professional development and skill enhancement.
Provides leadership in project planning, implementation, and upgrades to drive successful technology initiatives, including cloud migration and modernization efforts.
Coordinates with consultants to identify and implement strategic technology needs and solutions for Town departments.
Assists the Chief Information Officer or designee in developing and maintaining robust Town-wide network security strategies, including the evaluation and deployment of hardware, software, and cloud-based solutions. Leads efforts to ensure best practices and compliance in network monitoring, performance monitoring, access controls, comprehensive logging, and Zero Trust/SASE frameworks.
Conducts in-depth analysis of Town-wide network usage patterns and provides actionable data and recommendations to support strategic planning for future network growth, scalability, and hybrid cloud integration.
Serves as the primary point of contact and strong advocate for all hardware and software vendors, effectively coordinating and managing all service and support agreements.
Provides advanced technical leadership and support to other IT staff and Town employees by troubleshooting complex hardware and software problems (such as system compatibility, configuration issues, and hardware failures) and delivers targeted end-user training to build organizational capability.
Leads the installation, configuration, and maintenance of desktop and mobile computer systems using imaging software, package creation and deployment tools, and PC remote support software. Directs the deployment and optimization of wireless network products and ensures reliable connections for the Town’s local area networks (LAN) and wide area networks (WAN).
Takes ownership of the Town’s Help Desk system, efficiently managing and resolving trouble calls and help desk tickets while demonstrating mastery of call-taking processes and driving continuous improvement in service delivery through automation and metrics.
Provides strategic leadership in PC lifecycle management processes including technology purchasing, data retention and deletion, inventory management, and surplus procedures.
Ensures software integrity and full compliance with all licensing requirements for LAN software, including thorough evaluation of potential products, maintenance of manufacturer and Town licensing agreements, and timely installation of software/firmware upgrades.
Maintains and continuously improves technical documentation and network diagrams to ensure repeatable, standardized, and well-documented processes and procedures.
Provides expert technical guidance to Town departments and colleagues, driving exceptional support service delivery. Develops the team's capabilities by mentoring staff and fostering a collaborative, high-performance environment.
Leads network backup and restore processes, ensuring backup recovery and disaster recovery objectives are consistently met, while training and empowering other IT staff in these critical functions, including cloud-based backup solutions.
Provides expert leadership in the installation, configuration, and maintenance of voice and data communication equipment, including configuring, diagnosing, repairing, upgrading, and optimizing unified communications platforms (e.g., Microsoft Teams integration), telephony systems, voicemail, PBX systems, network routers, Voice VLANs, SIP, RTP, RTCP, LLDP/CDP, and QoS.
Manages and maintains an accurate inventory of boards, connectors, and replacement parts for telephony and Town data systems to support rapid response and minimal downtime.
Coordinates effectively with other staff to ensure seamless communications across multiple network protocols and emerging standards, including all hardware and software requirements for LAN communications, fiber optic networks, and structured cabling.
Contributes strong leadership and technical expertise to budget preparation processes, with emphasis on cost-effective cloud and security investments.
Provides leadership in website maintenance, updates, and postings as needed, supporting broader digital citizen services.
Some off-hours work is required for meetings, upgrades, and projects, in addition to being on-call 24/7.
