To deliver assistance inside of Syria more effectively, CARE is in the process of transitioning to a Syria Country Office that will manage all operations inside of Syria under a unified management structure. By doing so, CARE hopes to reach more vulnerable populations inside Syria with programmes that are able to respond to humanitarian and protection needs, in spite of limitations to access. The purpose of the Finance Manager (FM) is to enable the continuation of functioning for CARE in North East Syria that is in harmony with the wider Country Office. S/he will head Finance department and provide high quality financial support management necessary to support an effective humanitarian, protection and livelihoods programme.
The FM reports directly to the CARE Area Director (AD) for North East Syria, who leads a range of humanitarian, protection and livelihoods-focused programmes with funding secured from multiple sources. The FM will lead the Finance Department to ensure CARE’s intervention is fully compliant with CARE’s organisational policies and procedures, along with those of donor agencies. The FM isa responsible for effective functioning of Finance Deparetment consisting of Finance, Sub-Grants and Compliance Sections.
The FM models and ensures systematic practice of CARE core values - Transformation, Integrity, Diversity, Excellence and Equality- S/he also promotes Gender Equality and Diversity among Northern Syria staff and in programming. S/he will help build effective teams, coalitions, partnerships and networks within and beyond CARE.

Qualifications:
- HEAT Training
- Third level qualification in accounting, business administration or finance
- 4 years experience in senior management position in Finance and accounting in an NGO
- Previous experience of wider Programme Support functions, including logistics, HR and Admin. in medium-large scale complex emergencies.
- Understanding of multi- and bilateral-donor policies and procedures
- Strategic and Operational Management; 1) Experience in development of program support systems and operational procedures 2) Demonstrated experience
