Job Description

Essential Job Responsibilities:

Active Case Finding

  • Provide technical guidance and oversee the development and revision of ACF operational and technical guidelines.
  • Ensure capacity-building of field and coordination staff on updated ACF procedures and quality standards.
  • Oversee the development and review of monthly work plans for mobile and portable X-ray screening camps.
  • Foster collaboration with national and provincial TB control programs for technical and operational alignment.
  • Lead progress review meetings, analyze ACF performance indicators, and guide the development of action plans for improvement.
  • Conduct regular coordination meetings with field teams to review progress, dashboards, and address challenges.
  • Ensure quality implementation of MATCH AI and eCBS applications and monitor their performance across sites.
  • Review coordinators’ field reports, ensuring timely resolution of field-level challenges.
  • Monitor budgets and expenditures (BvA analysis) in collaboration with the finance team to ensure compliance with donor and organizational standards.
  • Coordinate with operations and logistics teams to ensure timely procurement and distribution of essential equipment and supplies.
  • Contribute to donor reporting and program documentation, ensuring timely and evidence-based inputs.
  • Conduct field visits to ensure adherence to technical guidelines and to provide on-site mentoring and quality assurance.
  • Engage with vendors to resolve technical issues related to portable X-ray machines and ensure preventive maintenance protocols are followed.

Business Development

STRATEGY & VISION

  • Review donor strategic priorities and identify alignment with Mercy Corps Pakistan’s strategic and geographic focus.
  • Lead donor engagement and positioning in coordination with the Country Director, regional and technical teams.
  • Develop innovative program concepts that translate country strategy into actionable projects.
  • Lead strategic positioning for consortiums and partnerships to enhance Mercy Corps’ competitiveness for funding.
  • Explore innovative funding models, including blended finance, social impact investment, and private sector engagement.
  • Maintain a comprehensive database of assessments, lessons learned, and donor priorities to support proposal development.

PROPOSAL DEVELOPMENT

  • Serve as the organizational focal point for business development.
  • Lead the design and writing of concept notes and full proposals, ensuring technical and financial quality.
  • Coordinate with regional and global teams for inputs, reviews, and alignment with global priorities.
  • Maintain a proposal tracking system to monitor progress and timelines.
  • Facilitate the internal decision-making process for go/no-go determinations.
  • Coordinate with consortium partners for joint proposal development.
  • Manage consultants hired for proposal writing, assessments, or specialized inputs.

REPRESENTATION AND COORDINATION

  • Represent Mercy Corps in donor and partner coordination meetings related to program development.
  • Cultivate and maintain strong relationships with donors, partners, and relevant government stakeholders.
  • Document and share outcomes of external meetings with relevant internal stakeholders.

PUBLICATIONS AND COMMUNICATIONS

  • Collaborate with technical teams to identify strategic program evidence and success stories for donor communication.
  • Work closely with the MEL and Communications teams to develop learning materials, research summaries, and promotional content.
  • Support the development of capacity statements and other positioning documents for business development.

STRATEGY AND PLANNING

  • Work with the regional senior leadership team to develop and support the regional strategy.
  • Mobilize support services and risk management resources to enable country and regional leadership teams to execute their respective strategic priorities.
  • Lead the development and administration of regional and country level reports on key finance, operations and human resources indicators.
  • Manage and administer regional core budgets in coordination with regional and global leadership.
  • Lead on measurement and analysis of regional key performance indicators to inform strategic decision making.

 

SAFEGUARDING RESPONSIBILITIES

Accountability  

Reports Directly To: Director TB Program with technical reporting line to CD

Works Directly With Program leads, Senior Technical Advisors, Gender and Safeguarding Advisor, MEL and Finance teams, Regional and Headquarters focal points for BD and Awards Management.

Knowledge and Experience  

  • Master’s degree in Public Health, Development Studies, Social Sciences, International Development, or a related discipline.
  • Minimum of 10 years of progressive experience in managing large-scale public health programs, preferably TB or MNCH-related.
  • Proven experience in both program implementation and program development (donor engagement, proposal writing, and strategic planning).
  • Strong familiarity with major donors (Global Fund, USAID, FCDO, EC, ECHO, etc.) and private sector partnerships.
  • Knowledge of international humanitarian and development standards (e.g., CHS, Sphere, IASC).
  • Exceptional written and verbal communication skills with the ability to produce high-quality proposals under tight deadlines.
  • Strong analytical, problem-solving, and coordination abilities.
  • Fluency in English (written and spoken); proficiency in Urdu is desirable.
  • Demonstrated ability to work effectively in multicultural and multidisciplinary teams.
