The Transportation Business Operator 2 in this position serves the Traffic Engineering Division in Kanawha County. The selected employee provides full-performance accounting and specialized administrative support while reporting to the Administrative Manager. The core responsibility of this position centers on the division's timekeeping process, which involves the daily entry of time into TIMEI/Oasis, the creation of Time IDs, and running accurate payroll reports; this includes tracking and resolving time discrepancies and preparing necessary payroll corrections. Additionally, the operator manages all aspects of personnel leave, preparing essential paperwork for retirements, transfers, resignations, and various leave types such as FMLA, medical, and personal leaves of absence. The operator also handles workers' compensation cases, ensuring the filing of necessary documentation and maintaining meticulous records for workplace injuries. Supporting employee benefits is another key function, requiring the management of annual open enrollment, responding to employee inquiries, and assisting with the preparation and submission of benefits documentation and new hire paperwork. The role is further tasked with preparing and sending division correspondence and assisting with the inventory and disposition of surplus office supplies and equipment, in addition to performing other related work as required.

Position Duties

• Confers with inter- and intra-agency personnel to transact business, gather or discuss information.
• May be in a position with public or federal government contact.
• Conducts performance surveys and reviews agency methods of operation; devises flowcharts and graphs; may conduct cost analysis studies.
• Gathers and compiles information for state records, writes reports, balances tally sheets, and monitors inventories, purchases, and sales.
• Updates records and contacts employees to gather information.
• Represents the agency in the area of assignment in both internal and external meetings.
• Maintains files of information in hard copy or electronic format.
• Runs reports for regular or intermittent review.
• Determines the need for changes in procedures, guidelines, and formats; devises a solution; monitors the success of solutions by devising quantitative/qualitative measures to document the improvement of services.
• Writes manuals in the area of assignment, clarifying the wording to accurately describe new procedures and processes.
• Specific rules, regulations, and procedures that typically involve a complete segment of an assignment or project of broader scope.
• Travel may be required; therefore, a valid driver’s license is required.

Minimum Qualifications

• Knowledge of regulations, processes, and procedures in the area of assignment.
• Knowledge of office practices and procedures.
• Knowledge of state and federal laws and regulations related to the area of assignment.
• Ability to collect and compile accurate information.
• Ability to conceptualize the nature of service difficulties and devise appropriate work methods, tools, and configurations to correct the problem.
• Ability to prepare flowcharts, graphs, and status reports.
• Ability to communicate effectively, both verbally and in writing.
• Ability to perform basic arithmetic.

Other Qualifications

REQUIRED TRAINING/EDUCATION 

  • High school diploma or equivalent.

REQUIRED EXPERIENCE

  • Three (3) years of full-time or equivalent part-time paid experience providing advanced clerical duties and/or administrative services in accounting, budgeting, project monitoring and reporting, personnel, or procurement and property.
  • Substitution: Successful completion of coursework from a regionally accredited college or university, related business school, or vocational training may be substituted for the required experience through an established formula.
