Summary:
The T-Beach Ordinance Enforcement Officer is responsible for ensuring compliance with Town of Ocean City ordinances along the beachfront, and plays a vital public-facing role in ensuring beach safety by educating patrons on local laws, ordinances, and safe beach practices to gain voluntary compliance. This position emphasizes strong customer service through proactive communication, public education, and respectful intervention without water entry. Enforcement Officers monitor beach conditions, respond to emergencies as certified first responders, and support coordination with Beach Patrol and other Emergency Services organizations. The role also involves accurate reporting, court testimony when needed, and maintaining positive interactions with both citizens and coworkers.
Position Duties
Essential Duties and Responsibilities: include the following. Other duties may be assigned.
•Provides education, prevention and intervention when appropriate without any water entry.
•Is knowledgeable of all Beach Activity Regulatory Ordinances (Sec. 106-91) and shares information freely with the public.
•Enforces local laws, ordinances, and rules governing activities on the beach.
•Observes activities in assigned area, to detect hazardous conditions such as safety hazards both on the beach and in the water.
•Interacts effectively with citizens and co-workers
•Informs beach patrons of specific ordinance violations and works to resolve matters though a voluntary compliance method.
•Cautions the public against use of unsafe beach areas, prohibited activities, or illegal conduct or behaviors.
•Enforces local laws and ordinances and rules governing activities on the beach.
•Communicates with Beach Patrol personnel to coordinate response to emergencies and rescues. Uses the radio system to maintain contact and coordinate activities between responding resources and emergency response agencies.
•Supervises daily set-up and enforcement of shade structures with an emphasis on non-compliant structures.
•As a First Responder, examines injured individuals, administers first aid, and monitors vital signs. Administers CPR and utilizes AEDs or other procedures to revive or treat ill or injured persons.
•Provide crowd management support during peak periods, holidays, and special events.
•Collects information from victims and witnesses to compile emergency and medical report forms and maintains daily information on daily ordinance enforcement activities.
•Serves as a witness in court as needed
•Attends training sessions and meetings as instructed.
•Applies Departmental policies, practices and procedures specific to the job task
•Interacts effectively with citizens and co-workers
Minimum Qualifications
Qualifications:
To be successful in this position, an individual must be able to perform each essential duty listed above satisfactorily. In addition, it is highly desirable that the individual also has the following knowledge, skill, and ability:
•Must be at least 18 years of age at the start of the training academy
•Valid driver’s license
•Ability to work outdoors in extreme heat, sun, and crowded conditions
•Strong communication and interpersonal skills
•Ability to remain calm and exercise sound judgment in stressful situations
•Ability to ride, walk and stand for extended periods
•Regulations and requirements for record keeping, report writing and court evidence documentation.
•Windows based applications including word processing.
•Proper English usage, spelling, grammar, and punctuation.

Other Qualifications
Education and/or Experience:
•High school diploma or general education degree (GED)
•While no previous experience with Ordinance Enforcement is required, prior experience in law enforcement or public safety is preferred.
Language Skills: Ability to read and interpret documents such as the City Code – Chapter 106. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with those seeking service or explanations of ordinances, and to issue intelligible and timely warnings and directions to beach patrons and fellow workers. Must be able to be clearly understood when using the radio system.
Mathematical Skills:
Ability to calculate figures and amounts such as number contacts with violators, time worked, and statistics. Ability to apply concepts of basic math.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to effectively prioritize tasks in stressful situations. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
