Qualifications and Detail about the Position
Broad Function
The Chief Operating Officer (COO) is a senior executive responsible for leading and optimizing the company’s end‑to‑end operations across all regions and service lines. Reporting directly to the Chief Executive Officer (CEO), the COO has full accountability for operational performance, safety, service delivery, and execution of the company’s strategic objectives.
With Regional Presidents reporting directly to the COO, this role serves as the enterprise integrator of field operations, regional results, and operational standards. The COO drives consistent execution across regions while empowering local leadership to achieve growth and superior customer outcomes.
Essential Functions
· Promote, demonstrate, and instill Brock’s Bsafe and Bbest culture in all aspects of the business
· Provide direct leadership, oversight, and performance management for Regional Presidents across all geographic markets.
· Ensure consistent execution of operational strategy, standards, and best practices across all regions.
· Balance enterprise-wide consistency with regional flexibility to meet customer, market, and labor demands.
· Establish clear expectations and accountability for regional revenue, margin, safety, and service performance.
· Champion a safety-first culture across all regions and job sites.
· Hold Regional Presidents accountable for safety performance, regulatory compliance, and risk mitigation.
· Ensure adherence to OSHA, environmental, customer, and contractual requirements.
· Lead enterprise initiatives to reduce incidents, improve safety metrics, and strengthen field leadership accountability.
· Develop and monitor operational KPIs across regions, including labor productivity, job profitability, on-time delivery, and customer satisfaction.
· Drive continuous improvement, standardization, and operational excellence initiatives across the organization.
· Identify and eliminate inefficiencies through process improvement, technology, and data-driven decision-making.
· Partner with the CEO and CFO to achieve enterprise financial objectives, including revenue growth, margin improvement, and cost control.
· Oversee regional budgeting, forecasting, labor planning, and capital deployment.
· Ensure disciplined execution of work scopes, pricing strategies, and change management at the regional level.
· Translate corporate strategy into executable operational plans at the regional level.
· Scale leadership, systems, and processes to support sustainable growth.
· Coach, mentor, and develop Regional Presidents and senior operational leaders.
· Build a strong leadership bench and succession pipeline across operations.
· Foster a culture of accountability, collaboration, continuous improvement, and high performance.
· Act as an executive sponsor for key customers and strategic accounts.
· Ensure regions consistently meet or exceed customer expectations and contractual obligations.
· Partner with Sales to support customer retention and growth

· Working conditions include outdoor and indoor field, yard and shop locations.

Education & Experience
- Bachelor’s degree in Engineering, Business, Operations Management, or a related field; MBA or advanced degree preferred.
- 15+ years of progressive leadership experience in industrial services, construction, maintenance, energy, utilities, or related heavy-industrial environments.
- Proven experience leading multi-region, field-based operations through senior leaders (e.g., Regional Presidents or Vice Presidents).
- Strong knowledge of industrial safety standards, labor management, and regulatory compliance.
- Demonstrated success improving operational performance, margins, and scalability.
- Experience operating in project-based, service-oriented, or turnaround-driven environments.
