Position Summary
The Project Engineer is responsible for supporting facilities and pipeline projects from design through completion with necessary tools and resources that meet company goals and initiatives. This individual provides technical knowledge and collaborates with internal and external stakeholders to ensure completion of key company projects. Level and compensation commensurate with experience. This individual works closely with the Planning Team to transition projects from the planning to execution phase. This position is located in Midland or Houston, Texas, and reports to the Director Engineering & Planning.

Essential Job Duties

Designs surface facility & pipeline projects and manages them through execution.

Coordinates project approvals, engineering design, procurement, construction, budget and onsite commissioning/startup.

Travel to project locations as needed for progress checks, startups, commissioning, etc.

Work with Operations, Engineering, and other Internal Groups to provide AFE level cost estimates for upcoming projects.

Develop AFE level cost estimates & construction project schedules

Collaborating with Accounting and Supply Chaing Teams, manages project budgets to maintain accurate records of committed, actualized, and estimated completion costs.

Supports construction team with ongoing projects.

Develops Request for Proposal “RFP” and Request for Quotation “RFQ” documents to support competitive bid processes

Collaborates with Procurement/Supply Chain to maximize value on contractor/vendor selection and allocation, inclusive of nurturing vendor relationships for timely and cost-efficient deliverables.

Collaborates with Land department on projects including but not limited to pipeline routing adjustments, ROW status, survey and alignment sheet creation, & landowner construction requirements.

Adheres to regulatory and compliance requirements for existing and future projects, including permitting and safety regulations.

Uses ASME B31.3, 16.5 or other relevant industry guidelines to ensure all projects meet necessary specs and standards

Leads by example on Company policies and procedures, including but not limited to, JSAs, Training, Incident Reports, and Safety Observations.

Participates, reviews and approves assigned procurement process inclusive of PO and invoices for accuracy on a timely manner.

Stays afloat of current innovative and technical industry practices for continued development.

Performs other duties as assigned based on business needs and/or growth.

Minimum Qualifications

Bachelor’s Degree in Engineering, Petroleum, Mechanical, Chemical or comparable.

2 years oil and gas experience

Strong understanding of system hydraulics including modeling software

Strong organization, planning and time-management skills for multiple priorities.

Strong communication skills with the ability to build relationships at all levels of organization.

Proficient in MS office (Word, Excel, PowerPoint, etc.)

Proactive problem-solver with strong critical and analytic skills
-
Professional, tactful, and discrete when handling sensitive and confidential information.

Able to adapt in a fast-paced environment.

Able to travel as needed.
Preferred Qualifications
-
5 years of relevant experience
-
Midstream experience specific to Facility Engineering and/or Planning engineering
-
Experience with HDPE (High-Density Polyethylene) Pipeline Construction
-
Experience with Saltwater Disposal Facilities (SWD) and SWD Construction
-
Working Knowledge of AMSE B31.3, B16.5, Plastic Pipe Institute (PPI) Handbook
Physical Requirements & Working Conditions

Must be able to sit for extended periods of time at a desk and work on a computer/laptop

Must be able to lift up to 15 pounds

Standard office environment.

When traveling to the field:

Must be able to stand, bend, walk, kneel, climb stairs and lift over 50lbs for continuous hours.

May be exposed to loud noises, occupational hazards, and/or other outdoor elements

Must be able to withstand extreme weather conditions, including but not limited to, extreme hot,

extreme cold, wind, rain, hail, dust, snow, sleet, ice, etc. as well as wet/humid and/or dry/arid
