Job Description

This is a supervisor position, performing the work of and providing daily supervision to the Facilities Unit engaged in the operational maintenance of the buildings and grounds of the facility by planning, scheduling, supervising, and performing routine and assigned work including but not limited to:
  • Preventative maintenance and repair work on HVAC and other building systems;
  • Event set up support; and
  • Labor support for other departments
This position works closely with other divisions to identify and schedule work. The ability to balance and prioritize multiple tasks & requests and meet deadlines in a professional manner is required.
 
This position is responsible for a 6-person team of Building Superintendents and Building Mechanics. The team executes a rigorous maintenance and repair program that supports the District operation of Facilities at the Headquarters campus, the Field Operations Center, Service Centers, the USDA invasive plant research annex, a number of Land Management site offices and a number of Construction sites.
 
The ideal candidate has knowledge of facility maintenance procedures as well as some knowledge of industrial electrical systems, including knowledge of the National Electric Code (NEC), Occupational Safety and Health Administration (OSHA) and American Society of Heating, Refrigerating, Florida Building Code (FBC) and Air-Conditioning Engineers (ASHRAE) standards.
 
Incumbents implement and follow emergency management and safety policies, procedures, and standards for staff, work processes, and work location/ site.

Provide direct input to the emergency management operations procedures. Work with the Section Administrator to ensure the staff’s readiness to respond and support the District’s emergency management operations.

Provide technical and programmatic coordination and interaction with other District bureaus/sections and offices, government agencies, and the public.

Interact with management, contractors, and other agencies, in a manner that exhibits a knowledgeable and resourceful demeanor that evokes trust and confidence relative to project participation. 
 
Assist in managing the budget by establishing realistic annual work plans for areas of responsibility that are aligned with the District’s strategic priorities. Select, scope, budget, and monitor projects so they are completed within the allotted timeframe. Analyze real-time data reports to improve the utilization and effectiveness of available resources and management of annual work and long-term strategic plans and daily operations. Implement process improvements to reduce project costs, work time, or required resources.
 
Manage contracts with external vendors ensuring compliance with District procurement rules and regulations. Measure/ validate services provided versus service costs. Implement action steps to correct under-performing situations/ arrangements.

Participate as a facilitator or team member on standardization (STAN) teams to develop and update Suggested Operating Procedures (SOPs), Work Load Indicators, to forecast the replacement of critical facilities and equipment, and to develop a budget for the life-cycle costs of the District’s assets.
 
Demonstrate strong communication, time management, planning, and problem-solving skills.
 
Display leadership effectiveness through strong knowledge of Human Resource policies and practices. Address all human resource and performance issues on a timely basis. Are fully aware of the resources and processes available to resolve issues in the most favorable manner for the District.
 
Develop annual performance plans for direct reports that include clear and measurable key results and objectives that are aligned to support the team’s work plan. Lead and motivate the work team maintaining consistency, open communication with all staff members, and a positive work environment to achieve the program’s goals.
 
Attract, hire, retain, motivate, and reward staff. Guide the development of staff skills and aligns staff’s expertise and credentials to achieve the unit’s work products in the most effective and efficient manner. Ensure staff meets all licensure and professional certification requirements for their job.
 
Develop preventive maintenance plans including staff rotational standby duty rosters.
 
Demonstrate software proficiency in office automation software applications including spreadsheets (i.e., Outlook, Word, Excel, PowerPoint, Teams, and Systems, Applications, and Products (SAP) data processing) and Building Management Systems (BMS). Must have ability to read and understand building construction plans and drawings.
 
Respond, on a rotational basis, to after-hour emergencies, as required.
 
Perform other duties as assigned.
 
Position is based in West Palm Beach, Florida.  Work hours are 5 eight-hour days: Monday – Friday between 7:00 am – 5:00 pm.

Employment Guidelines:
Associate's Degree in related discipline field and 6+ years of experience in the operation and maintenance of Building systems and Facilities including increasingly responsible experience in construction, maintenance, electrical and instrumentation, and operation of program area of responsibility, which also includes 2+ years of supervisory experience.
 
Maintenance Supervisors should display strong problem solving and decision-making skills with a solid understanding of building maintenance, repairs, refurbishments, cleaning and managing staff. Top candidates will be highly experienced at building and equipment maintenance procedures and have extensive knowledge of health and safety regulations and practices.

Licenses/ Certifications:
Valid State of Florida Driver's License required.
Pass District forklift operator training.

Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
 
Composition of office and fieldwork with regular exposure to a hot and humid environment in remote and heavy vegetative areas. When working in the field, activities can include: climbing, lifting, reaching overhead, standing, stooping, and walking/ rough terrain.
