Proposal Writer

JOB SUMMARY:
Working cross-functionally with operations, human resources, finance, and business development teams, the Proposal Writer translates technical information and program strategies into clear, compelling narratives. The position supports capture planning, contributes to business development efforts, and helps expand organizational growth through strategic proposal submissions.
The Proposal Writer also ensures adherence to all regulatory and compliance standards, including FAR requirements and AbilityOne guidelines, while maintaining organized documentation, version control, and content libraries to support efficient and effective proposal development.

Proposal Development & Management
- Lead end-to-end proposal development for federal, state, local, and commercial opportunities
- Manage proposal timelines, schedules, and deliverables to ensure on-time, compliant submissions
- Interpret RFPs, RFQs, and Sources Sought notices; develop compliance matrices and proposal outlines
- Write, edit, and format high-quality proposal content, including technical, management, past performance, Gantt charts, transition plans, quality, safety, and executive summaries
- Ensure all proposals align with AbilityOne requirements and SourceAmerica guidance where applicable
Strategic Content Development
- Collaborate with operations, HR, finance, and program leaders to gather content and define win themes
- Translate our mission-driven model including workforce development and community impact into compelling proposal narratives
- Develop and maintain reusable content libraries, boilerplate language, and past performance documentation
- Support pricing narratives and coordination with finance teams to ensure alignment between technical and cost proposals
Business Development Support
- Partner with the VP of Business Development to support pipeline development and opportunity qualification
- Assist in capture planning, including competitor analysis, positioning, and solution development
- Contribute to strategic initiatives that expand our footprint beyond AbilityOne into new business lines and partnerships
Quality & Compliance
- Ensure all proposals meet federal acquisition regulations (FAR) and solicitation requirements
- Conduct thorough reviews for clarity, consistency, and compliance prior to submission
- Maintain version control and documentation throughout the proposal process
SUPERVISORY RESPONSIBILITY
NONE
MINIMUM QUALIFICATIONS:
- Bachelor�s degree in business, Communications, English, or related field
- Two - Four years of experience in proposal writing, preferably in government contracting
- An equivalent combination of education, certification, training, and/or experience may suffice for the above requirements
- Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements
- Must have a valid Driver�s license, have a clean driving record (verified by Motor Vehicle Report screening) and reliable transportation
- Must pass a pre-employment drug screening
PREFERRED QUALIFICATIONS:
- Experience with AbilityOne Program, SourceAmerica, or nonprofit/government hybrid organizations
- Experience supporting federal contractors or mission-driven organizations
- Familiarity with proposal tools, content libraries, and collaboration platforms
- APMP (Association of Proposal Management Professionals) certification
- Experience with Shipley proposal process
- Knowledge of Risk register, risk mitigation process, risk identification
- Knowledge of SharePoint and CRM databases
- Experience with Unions

- Strong technical, professional, and persuasive writing and editing skills
- Advanced proofreading and document formatting skills with high attention to detail
- Strong project management and organizational skills to manage multiple proposals and deadlines
- Effective research, analysis, and information synthesis skills
- Strong interpersonal and communication skills for cross-functional collaboration
- Proficiency in Microsoft Office Suite and document management systems
- Ability to interpret complex solicitation requirements and translate them into compliant, compelling proposals
- Ability to collaborate effectively with diverse teams, including operations, HR, finance, and leadership
- Ability to develop strategic messaging and win themes that align with organizational goals
- Ability to maintain accuracy, consistency, and compliance across all proposal documents
- Ability to exercise sound judgment, critical thinking, and problem-solving skills throughout the proposal process
TRAVEL
Travel is primarily local during the business day, although some out of area and overnight travel may be expected.
WORK AUTHORIZATION/SECURITY CLEARANCE (IF APPLICABLE)
Must be authorized to access and work on government installations.
PHYSICAL REQUIREMENTS:
This position works primarily in an office setting. Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard. This position may have some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Occasionally it involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking, or standing. These activities can be performed with or without reasonable accommodations.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, heat, cold, rain, fumes). General incidental outdoor exposure may occur infrequently.
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity.
