Position Summary
Conduct and interpret educational assessments and evaluations for special education eligibility determination and program planning. Provide diagnostic information and work cooperatively with instructional personnel to provide the most appropriate programs for students with disabilities or those students referred for special education evaluation.

Essential Functions
- Administers and interprets standardized, norm-referenced, and other types of educational assessments to evaluate the academic functioning and educational needs of students
- Writes the comprehensive educational evaluation report, and ensures that the report is available two business days prior to the eligibility meeting.
- Conducts student educational file reviews and ensures an understanding of student evaluation history, current evaluative data, and levels of student performance and needs.
- Consults and collaborates with teachers, school administrators, instructional staff, and families regarding student educational achievement.
- Selects appropriate assessments for students referred for special education evaluations.
- Systematically collects, analyzes, synthesizes, and interprets data and information necessary to guide decision-making processes and services for students.
- Provides input to IEP teams regarding students’ academic strengths and weaknesses based on educational assessments.
- Communicates and works collaboratively with school psychologists, special education teachers, related service providers, and other relevant stakeholders.
- Maintains strict confidentiality regarding student academic records
- Develop and maintain effective individual and group relationships with students and parents.
- Assist in the selection of assessment materials and equipment.
- Develop and coordinate a continuing evaluation of the assessment program and make changes accordingly.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required.
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy in the areas of assessment, placement, and planning for special education services.
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities.
- Maintains accurate, complete, and correct records as required by law, division policy, and administrative regulation.
- Performs any other related duties as assigned by the Director of Exceptional Education.
Knowledge, Skills and Abilities
- Thorough knowledge of the principles, practices, and procedures of special education and specialty area.
- Thorough knowledge of the principles and methodology of effective teaching of students with disabilities.
- Thorough knowledge of school rules, regulations and procedures; ability to establish and maintain standards of behavior.
- Thorough knowledge of prescribed School Board policies and procedures.
- Skill in the use of personal computers and related software packages, hardware and peripheral equipment.
- Must possess excellent supervisory, interpersonal and communication skills.
- Must have the ability to report to work on a regular and punctual basis.
- Ability to communicate complex ideas effectively in both oral and written formats.
- Ability to deliver and articulate oral presentations and written reports.
- Ability to demonstrate an understanding of the core curriculum and Virginia SOL’s.
- Ability to motivate others to reach their fullest potential.
- Ability to establish and maintain effective working relationships with associates, the School Board, elected officials, parents, students and the general public.
Qualifications, Education and Experience
- Hold a valid Virginia Department of Education teacher’s license or certification with appropriate endorsement in special education or school psychology; or
- Has completed the requirements for a Virginia certificate or license and has filed an application for same; or
- Will qualify for a Virginia certificate or license prior to the effective date of employment.
- Minimum of 3 years teaching experience in the field of Special Education, or 3 years experience in the field of school psychology.
- Must have training in administering and interpreting standardized educational assessments (completion of Assessment course in college program).
- Knowledge of state and federal regulations governing special education programs to include 504 and IDEA.
- Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.
Physical Requirements
- This work requires the occasional exertion of up to 10 pounds of force.
- Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, sitting, reaching with hands and arms and repetitive motions and occasionally requires pushing or pulling.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
- Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Must be mobile enough to monitor students in all instructional settings (in school and on school grounds).
- Work occasionally requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
- Possession of or ability to acquire appropriate license(s), certificate(s) and/or endorsement(s) for the position as required by the Commonwealth of Virginia or School Board.
- A valid driver's license in the Commonwealth of Virginia for the operation of division-owned/leased motor vehicles may be required. The incumbent’s driving record will be subject to periodic review and must be acceptable in accordance with the provisions of the Dinwiddie County School Board’s policy manual.

Evaluation
Performance of this position will be evaluated in accordance with the provisions of the Dinwiddie County School Board’s policy manual.
