Job Description:
Nebraska DHHS is seeking an experienced hands-on Lead IBM ACE Developer to design, develop and implement enterprise-grade APIs and integration solutions for a State DHHS System Integration Initiative. This role leads a small team, oversees and coordinates project execution, sets standards, and provides technical guidance – while contributing directly to code architecture and troubleshooting. This role is ideal for a seasoned professional with 5+ years of experience with JAVA development and project oversight as well as technical mentoring.

Examples of Work
- Lead end-to-end delivery of back-end services and front-end web interface projects from discovery and design to deployment and support
- Design and develop API specifications using Swagger/ OpenAPI standards
- Build and deploy custom APIs and integration flows using IBM App Connect Enterprise (ACE)
- Design and build services using Java 17+ (or current LTS), Spring Boot and Spring Cloud
- Host and consume RESTful and SOAP APIs; define contracts and documentation using OpenAPI/ Swagger
- Design, develop and deploy Java-based web applications in Microsoft Azure using services such as Azure Ap Service, Azure Functions, Azure Key Vault and Azure SQL.
- Translate business requirements into scalable technical solutions and implementations plans, manage scope, risks, and dependencies
- Provide day-to-day support of processes as well as technical guidance including code reviews and mentoring to improve quality, security, and performance
Requirements / Qualifications:
Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis, one year of which as a project coordinator, leader, or supervisor.
Preferred Qualifications:
- 8+ years related experience in API development. Experience may include application design, programming, implementation, software installation and software maintenance, including systems programming, online programming.
- Experience in Medicaid, healthcare systems or public sector environments.
- Familiarity with API Gateway platforms
- Familiarity with Azure Web-related Services
- Knowledge of JOSN, XML, HL7, X12 data formats
- 2 – 4 years of experience in a technical lead capacity
- IBM ACE certification a plus
Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote or hybrid work.
Hours: Monday – Friday (business hours) with occasional off hours support
