Water, Sanitation, and Solid Waste Lead

 
Program Background

KINETIK, the Australia-Indonesia Climate and Sustainable Infrastructure Partnership, supports Indonesia to strengthen sustainable infrastructure systems, mobilise climate-aligned investment, and advance low-emissions and climate-resilient development. Working with the Government of Indonesia (GOI) and a broad network of public and private partners, the program seeks to expand investment in sustainable infrastructure while ensuring the inclusion of local communities, particularly women, girls and people with disabilities.

KINETIK contributes to three inter-related End of Program Outcomes (EOPOs):

  1. Climate resilience: Investments from government, private and community actors increasingly contribute to climate mitigation and adaptation in Indonesia.

  2. Innovative financing: GOI increasingly uses diverse, innovative and high-quality financing to support inclusive, climate-resilient development.

  3. Sustainable infrastructure: GOI delivers sustainable and resilient economic infrastructure, particularly in water, transport and energy, that meets the needs of communities, including women, people with disabilities and marginalised groups.

The program builds on long-standing Australia-Indonesia cooperation in infrastructure and climate policy. It promotes locally led development, integrates gender equality, disability and social inclusion (GEDSI), and works with development finance and private sector partners to mobilise investment and support sustainable infrastructure systems across sectors including renewable energy, water, sanitation and waste management, and sustainable transport.

KINETIK is supported by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented by DT Global.

The Role 
The Water, Sanitation and Solid Waste (WSSW) Lead is responsible for KINETIK’s water, sanitation and solid waste sector portfolio, providing technical leadership and oversight across sector strategy, pipeline development, and delivery.

The role leads the identification, development, and progression of a pipeline of sector activities and investments from early-stage opportunity identification and policy alignment through to project preparation, investment readiness, and implementation. The position ensures that WSSW interventions are technically robust, aligned with Government of Indonesia priorities, and structured to support climate-resilient development and financing.

The role operates under the strategic and technical direction of the Head of Climate Resilient Development, contributing to the delivery of KINETIK’s broader climate-resilient development portfolio. The Lead works closely with the Financing and Transactions team to ensure sector opportunities are investment-ready and aligned with financing pathways, and with the Policy, Partnerships and Inclusion pillar to support enabling policy and institutional reform.

The role engages with government counterparts, development partners, and private sector actors to support sector reform, service delivery improvements, and investment mobilisation across water supply, sanitation, and solid waste management systems.

About You

Essential Experience and Knowledge 

  • Degree in environmental engineering, water resources, public health, urban infrastructure, or a related field; postgraduate qualification preferred.

  • Minimum 10 years of experience in water, sanitation, and/or solid waste management, including at senior level.

  • Demonstrated experience in project development, sector reform, or implementation of infrastructure investments, including progressing concepts toward delivery or financing.

  • Strong knowledge of Indonesia’s water, sanitation, and solid waste sector, including policy environment, institutional arrangements, and service delivery systems.

  • Ability to integrate climate and financing considerations into sector design, including understanding of investment structuring and delivery pathways.

  • Experience working with development finance institutions, multilateral development banks, or climate finance in relation to project preparation or implementation.

  • Excellent communication skills in English; Bahasa Indonesia highly desirable (for international applicants).

Desirable

  • Experience with DFAT-funded programs or similar donor-funded initiatives.

  • Experience with utility reform, including PDAM strengthening or subnational service delivery systems.

  • Experience in solid waste management systems, including collection, treatment, and resource recovery.

  • Established networks with GOI agencies and subnational governments in WSSW sectors.
