Duties

The incumbent in this position provides a wide variety of administrative and technical personnel management support to Division staff including: Prepares detailed Federal Register summaries of Rulemaking documents, Orders and Public Notices on a myriad of auction issues. The summaries must be prepared in accordance with specific requirements of the Office of the Secretary and the Government Printing Office. Manages the Division's records and eMTS database, preparing administrative reports for division management, helping ensure that the Division is working towards eliminating its backlog of pending items. Updating and maintaining the division's tracking system for these matters in coordination with Division attorneys and OMD staff. Assists division staff with timecard maintenance via Paycheck8, as well as requests for personnel actions and travel arrangements, and reimbursement processes. The incumbent tracks the actions through completion. Releases official Office-level documents such as Public Notices, by working closely with Division Staff, Office of the Secretary and Office of Media Relations, and the WTB and FCC web staff. Requires knowledge of the various functions of the Electronic Document Management System (EDOCS). Participates in testing FCC auction-related systems for use in specific auctions and evaluates new and existing automation technologies for reliability and appropriateness in particular auction scenarios. Incumbent reports any discrepancies. Reviews and analyses FCC auction short-form applications to verify the applications' conformity with FCC auction rules and regulations and provides a determination of complete or incomplete for each assigned application. Communicates in writing results of review and reason for determination. Maintains the organization's reference books and materials, updates and annotates as necessary to reflect changes in policies or procedures. Alerts supervisor regarding problems and recommends changes to affect efficient operation of the organization. Keeps track of activity in FCC dockets and updates project teams when new filings are submitted.

Requirements

In order to be considered for this position, applicants must: -Currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments. ALL FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50, that verifies your status and highest permanently held grade. GS-9 Candidates may qualify based upon education OR specialized experience OR a combination of both education and experience. A. EDUCATION Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR B. SPECIALIZED EXPERIENCE In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as: 1. Experience preparing detailed Federal Register summaries of Rulemaking documents, Orders and Public Notices. 2. Experience preparing administrative reports for management. 3. Experience assisting staff with timecard maintenance via Paycheck8, as well as requests for personnel actions and travel arrangements, and reimbursement processes. OR C. Combination of both education and specialized experience. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
