About the Department

Purpose and Scope

The Director of Administration and Business Process will help develop and manage support services required for the operations and maintenance of the MBTA transportation system, ensuring safe, reliable, and consistent service for all MBTA riders. The Director is responsible for designing, developing, implementing, and leading business process improvement projects within Rail Maintenance, including budgeting, staffing, hiring, workforce development, safety, service, customer complaints, and training.


This role will report to the Chief Mechanical Officer and assist in developing department-level goals and improvement plans, including the creation and maintenance of department-level KPIs and metrics. This includes assisting in developing and refining business processes to facilitate continuous improvement.

Position Duties


  • Focus on Rail Maintenance process development, data analytics, and strategic planning to improve decision-making.
  • Work with Rail Maintenance leadership to modernize the department in using data analytics and management review processes to improve service and system safety. 
  • Implementation of innovative technology solutions to support and enhance Vehicle Maintenance daily activities to improve fleet safety, reliability and availability
  • Identify opportunities to leverage technology to streamline Vehicle Maintenance activities, operating rule accessibility, compliance monitoring, and reporting processes.
  • Lead in developing a strategy to define key performance indicators (KPIs) for the Training department with clear definitions, milestones, and metrics.
  • Review existing and design new processes (safety, business, etc.) to determine efficacy, propose and lead changes where appropriate.
  • Develop audits of safety processes as well as other business processes to be implemented by District staff and monitor audits to ensure compliance. 
  • Work with Rail Maintenance staff to manage continuous improvement projects, enabling the department to reach its strategic goals.
  • Develop, implement, and continuously improve workforce plan for Rail Maintenance, coordinating with Workforce Planning department, Human Resources, Planning & Scheduling, and Operations Leadership.
  • Coordinate with Purchasing Department to monitor and coordinate component inventory levels
  • Work with purchasing and vehicle maintenance departments to coordinate the Service Level Agreements (SLA) with vendors
  • Manage workflow to improve service delivery and provide measurable results, including the design and implementation of consistent, repeatable processes to improve information flow and decision-making.
  • Support the management and delivery of effective, on-time completion of departmental and functional key initiatives, programs, and policies.
  • Assist in the research, development, and drafting of policies, design standards, and processes.
  • Assist in the procurement of consultants and contractors, as required.
  • Manage planning, design, and other technical consultants and consulting teams and contracts to carry out the requirements of each assignment completely on time and on budget.
  • Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database, and PowerPoint.
  • Coordinate with Workforce Planning Department to ensure employee hiring processes, onboarding, and performance management are executed accordingly. 
  • Perform all other duties and projects that may be assigned.

Supervision
  • Will supervise two (2) supervisors and one (1) data analyst

Minimum Qualifications

  • A bachelor's degree from an accredited institution.
  • Seven (7) years full-time (or equivalent part-time) experience leading, managing, designing, and implementing business processes, continuous improvement, data analytics, or project management across organizations.
  • Experience in developing or managing software and technology development
  • Five (5) years (or equivalent part-time) experience in people management and/or large-scale project leadership.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management, interpersonal, and relationship-building skills.
  • Experience and demonstrated results in partnering with an executive team to drive organizational change. 
  • Excellent communication, analytical, and presentation skills with the ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
  • Demonstrate ability to think strategically and work in a team environment.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • Handle sensitive and confidential information in an appropriate manner.
  • Ability to travel to locations throughout the MBTA's service area.
  • Proficient with Microsoft Office suite.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Experience in the public sector and/or the transportation industry. 
  • Experience with process improvement and/or change management.
  • Experience working in unionized environments.
