Purpose Statement

The job of Senior Director - Special Education Cooperative is done for the purpose/s of planning, implementing, directing, and maintaining the special education services of districts within the Special Education Cooperative; administering the functions delegated to the ESD by the districts; providing program recommendations to the Superintendents and their designee; ensuring compliance to established policies, procedures, and regulations; addressing other administrative duties and processes required to maintain the District's program of services; and management of itinerant special education services provided to districts outside of the Special Education Cooperative.

Essential Functions

Collaboration Collaborates with a variety of individuals and groups (e.g. the Teaching and Learning Department, district superintendents, Student Support Services from member districts, teachers, etc.) for the purpose of expanding services and growth of the program in accordance with programmatic and regulatory requirements.

Data Compilation Compiles data from a wide variety of sources (e.g. staff, public agencies, program analysis, etc.) for the purpose of analyzing issues, ensuring compliance with various policies and procedures, and monitoring program components.

Commitment to Student Services Demonstrates commitment to serving the needs of special needs students and their families using innovative and progressive programming for the purpose of expanding access and using resources effectively.

Planning and Program Development Develops a variety of plans, policies, and programs (e.g. grant opportunities, staffing, budgets, space requirements, etc.) for the purpose of implementing regional special education programs and services while complying with local, state, and federal regulations.

Staff Development Develops staff to take on ever increasing roles for the purpose of growing our agency's internal capacity.

Sales and Marketing Develops, implements, and conducts sales and marketing plans for the purpose of building new programs and growing existing programs.

Program Implementation Directs the implementation of programs and services for the purpose of ensuring new programs and services are provided within established timeframes in conformance with all related requirements.

Meeting Facilitation Facilitates meetings on a variety of topics and issues (e.g. personnel actions, financial procedures, regulatory updates, etc.) for the purpose of ensuring the conveyance and gathering of information required to carry out administrative responsibilities.

Regional Leadership Leads regional and staff efforts in the area of responsibility for the purpose of representing the agency and influencing change.

Activity Management Manages a variety of activities (e.g. assigned budgets, programs, services, etc.) for the purpose of achieving outcomes in relation to program objectives while ensuring compliance with legal, financial, and district requirements.

Process Monitoring Monitors a variety of administrative processes and programs (e.g. budgets, reports, financial transactions, etc.) for the purpose of ensuring compliance with local, state, and federal regulations.

Personnel Administration Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department and program outcomes are achieved.

Material Preparation Prepares a wide variety of often complex materials (e.g. budgets, reports, grants, safety net applications, analyses, recommendations, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, securing funding, providing audit references, and providing supporting materials for requested actions.

Information Presentation Presents information on a variety of topics related to administrative responsibilities (e.g. financial information, overviews of programs and services, policies and procedures, etc.) for the purpose of providing information and implementing actions needed to meet the needs of the district.

Research Researches information required to manage assignments (e.g. relevant policies, new federal and state regulations, staffing requirements, financial resources, etc.) for the purpose of developing new programs and services, providing information, and ensuring program compliance with relevant federal and state requirements.

Inquiry Response Responds to inquiries and issues from a variety of individuals and groups (e.g. staff, district personnel, professional organizations, parents, etc.) for the purpose of providing information and direction as may be required.

Resource Services Serves as a resource to a variety of personnel and agencies (e.g. district committees, interagency boards, OSPI, teachers, etc.) for the purpose of conveying and receiving information for the planning, developing, and evaluating of services related to special education.

Personnel Supervision Supervises personnel and activities (e.g. assigned programs, itinerant staff, coordinated contact service providers, etc.) for the purpose of ensuring performance objectives are met while remaining in compliance with district, state, and federal policies and requirements.

Administrative Support Supports other upper level administrators for the purpose of collaborating with these administrators in achievement of department, program, and district goals.

Travel Requirements Travels as needed for the purpose of performing the essential functions of the position.

Other Functions

Personnel Assistance Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

Related Duties Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge Required Knowledge is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: application of pertinent laws, codes, policies, and regulations; personnel processes; and standard business practices.

Skills Required Skills are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; overseeing program financial activities; preparing and maintaining accurate records; administering personnel policies and procedures; implementing state and federal mandates; and facilitating inter-agency collaboration.

Abilities Required Ability is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate to significant.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking, 15% standing. This job is performed in a generally clean and healthy environment.
