Duties
You will prepare, review, and update COMSEC information technology (IT) security material allowances for local commands based upon deployment schedules, types of operations and areas deployed.,You will maintain Communications Material Support (CMS) reports, messages, correspondence, records and files. Prepare, sign and forward receipt, transfer, disposition, instruction and destruction reports for higher authority.,You will act acts as a consultant and advisor to the Commander NSWG-4 in the development, formulation, installation and management of Command and staff policy in all matters (technical and administrative) regarding KMI.,You will prepare, sign, and forward receipts, transfer and disposition instructions to Local Elements Managers keeping them abreast of every change/exception to KOA/EKMS key material.,You will draft and maintain release authority for Navy message correspondence to various high-ranking commands on adverse reports required and procedures for obtaining replacement material and equipment.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of KMI/CMS/STE/IRIDIUM/VIPER requirements and initiatives to identify requirements; managing accountability, issuance, destruction, and inventory of COMSEC material; administering proper handling, receipt, transfer and storage of KMI accounts; and carrying out Naval Special Warfare operation orders, operation plans and command communications instruction. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing accountability, issuance, destruction, and inventory of COMSEC material; coordinating proper handling, receipt, transfer and storage of KMI accounts; and assisting in Naval Special Warfare operation orders, operation plans and command communications instruction. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
