Environmental Engineer/Scientist/Geologist

BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Environmental Engineer/Scientist/Geologist to join our team, supporting the Air Force Civil Engineer Center (AFCEC)/Environmental Restoration Technical Support Branch’s (CZRA) Performance-Based Remediation (PBR) and Optimized Remediation Contracts (ORCs) Program at Joint Base San Antonio (JBSA)-Lackland, TX.
Job Duties & Responsibilities
- Facilitate installation-specific acquisition plan (ISAP) meetings to create comprehensive, installation-wide acquisition plans; this includes the creation of supporting documents to include performance work statements (PWSs), sub-contract line item (sub-CLIN) structures, schedule reviews, revision logs, and briefings
- Provide technical reviews and analyses of PBR and ORC contractor modification requests for bonafide need and advise the government of the results via Mod Tiger Team (Mod TT) analyses
- Assist in managing the Mod TT process, provide quarterly reports, maintain historical records
- Perform technical reviews and analyses of ORC contractor’s proposals, including their integrated master schedule (IMS), milestone payment schedule (MPS), project management plan (PMP), and work breakdown structure (WBS), and advise the government of the results
- Perform analysis of contracting agency’s award documents for adherence to Air Force business rules as well as errors and omissions and advise the government of the results
- Create reports, training, and templates for all aspects of the ORC program
- Manage meetings
- Create status briefings, project tracking, data analysis, and ad hoc reporting, white papers, and reports as required
