Purpose: Responsible for the implementation and administration of policies and procedures to ensure property is managed and maintained in accordance with federal, state and local regulations. Coordinates activities of staff responsible for the management and maintenance of assigned properties. Works closely with residents and resident organizations for the purpose of providing safe and sanitary housing and planning services for resident populations.. Other duties include unit inspections, rent re-certification activities, resident conflict resolution, assistance with capital improvement projects, and other duties as assigned.
Essential Tasks of the Position: Supervises and coordinates activities of personnel engaged in carrying out site management, maintenance, occupancy and resident services functions. - Plans, organizes and manages the work of administrative and clerical employees
- Assigns specific duties to personnel for the management of assigned properties
- Reviews reports, notices and other records prepared by personnel for clarity, completeness, accuracy, and conformance with instructions and regulatory requirements
- Coordinates leave and conducts performance evaluations of personnel performance, and initiates commendations and disciplinary actions
Manages and coordinates occupancy functions and procedures at agency’s properties using automated occupancy system as appropriate. - Prepares and maintains required property reports and resident services records in manual/automated format
- Prepares summary reports on property management activities
- Coordinates the collection of rents, charges and fees
- Reviews all rent calculations for annual and interim recertification’s
- Enters into rental agreements with residents, delinquent in rent according to agency and department policies.
- Monitors and coordinates procedures for efficient re-occupancy of vacant units with occupancy function
- Forwards approved reports and records to Director for action
- Coordinates site management activities with other sections of the agency to prevent delays in actions required to improve services to residents
- Works effectively with other agency supervisors and coordinators
Ensures that resident records, leases and services are monitored and maintained according to agency policies and procedures. - Completes and enforces resident annual re-certification and associated occupancy and leasing forms
- Performs inspections and completes appropriate work orders and notices to maintenance personnel and residents
- Shows and/or coordinates available units to perspective residents and
- Completes and/or coordinates leasing process
- Coordinates and facilitates the move-in and move-out process
- Secures unit and ensures that procedures are followed after death of a resident
- Conducts monthly resident/management meetings
- Investigates, develops data and conducts informal conferences in conjunction with lease violations; prepares eviction notices; participates in eviction proceedings; and maintains eviction procedure files in compliance with agency’s eviction policies and procedures
- Submits data to Admissions function for timely maintenance of vacancy register
- Processes documentation of resident grievance procedures
- Accesses and reviews police log and initiate appropriate response(s) to enforce resident lease(s)
- Facilitates resident social, cultural, educational and safety programs including fire drills
- Provides resident documentation for social service agencies
Secondary Tasks of the Position: Maintains schedule of reviews and inspections - Accompanies specialists inspecting units and other activities/services under contract
- Maintains and enforces “No Trespassing List” and illegal parking activities
- Inspects all properties, common areas and grounds for cleanliness, safety, general maintenance through scheduled and non-scheduled property walkthroughs and submits necessary work orders
- Demonstrates continuous effort to improve operations, decrease turnaround times, and streamline work processes
- Performs other duties as assigned
Position Requirements and Qualifications: Education Level - High school diploma required
- A four-year college degree from an accredited institution, required. Other combinations of experience and education that meet the minimum requirements may be substituted
Experience in Related Field - 3 - 5 years of work experience in a public or private housing setting and a thorough knowledge of federal/state housing regulations, required
- Three (3) years of supervisory experience in coordinating all site operations including tenant selection, re-certifications, rentals, vacancy preparation, rent collection, resident relations, marketing, and site maintenance required

- Candidate must possess excellent management, interpersonal and community relations skills and have the ability to make timely and fair decisions
Knowledge, skills, abilities, licenses and certifications - Valid driver’s license (Class O) unrestricted except for corrective lenses and automatic transmission, required
- Must possess or have access to a motor vehicle, required
- Bi-lingual (Spanish), preferred
- Possess or have ability to obtain Public Housing Managers Certificate within one year from an accredited agency
- Ability to maintain confidentiality in all assignments as mandated
- Ability to work harmoniously with other agency personnel
- Ability to relate to and interact with mixed populations of family, elderly, disabled and mentally impaired residents in low and moderate income housing settings
- Must be able to move about and between PHA properties on foot and/or using personal vehicle
- Ability to receive and apply enlightened techniques and skilled practices in addressing the needs of the above populations
- Ability to be flexible and perform work under time pressure
- Ability to train and give directions to other (new/experienced) staff

Work Schedule: - Ability to work 35 hours week
- Must have the ability to be on-call 24 hours a day, seven days a week including holidays
- Must have the ability to work flexible hours including ability to be on-call 24 hours a day including nights, weekend days and holidays and overtime, as assigned.
