Job Description

Overview

This position is a skilled working supervisor in Roads & Construction Services performing maintenance, construction and repair of roads and related infrastructure. Work schedules and assignments are received independently as well as from a superior who reviews work performance in terms of effective services rendered.

Examples of key responsibilities include, but are not limited to:

  • Assign, supervise, check and participate in the work of a small group of subordinates engaged in road maintenance, repair, capital construction projects and asphalt repair.
  • Ensures specific assignments are resourced appropriately and monitored to satisfy quality and service requirements and provides input for service evaluation. Responsible for using resources for routine transactions.
  • Ensures all applicable policies, procedures, guidelines, regulations and acts are understood and adhered to.
  • Responsible for identifying job site specific safety risks and associated mitigation plans to ensure public and staff safety.
  • Responsible for ordering required materials, tools and equipment.
  • Reviews detailed construction designs and delivers projects in accordance with approved plans.
  • Prepares and maintains a variety of records and reports related to the work 
  • Responsible for the quality and quantity of work that is performed.
  • Investigates and resolves complaints from the public; ensures the safety of crews and of the public by enforcing proper safety precautions and procedures.
  • Conducts daily crew safety talks; ensures safety protocols and safety management plans are followed by subordinates; corrects unsafe work practices or procedures; assesses equipment and coordinates maintenance when required.
  • Ensures the safety of the crew and the public and that safety precautions and procedures are understood and applied.
  • Schedule staffing arrangements and coordinate projects to ensure completion of work assignments.
  • Coaches and mentors subordinates, resolves disputes, communicates effectively  
  • Recording and/or reporting service metrics 
  • Perform various physical tasks as required.

Knowledge, Skills & Abilities:

  • Knowledge of the methods, materials, tools and equipment applicable to roads maintenance and constructions operations. 
  • Knowledge of all hazards in the workplace and all applicable safety regulations, procedures, policies and guidelines. and safety precautions particular to the various operations supervised.
  • Knowledge and skill in using City computer applications such as IPS, Outlook and Microsoft programs in an office or mobile environment. 
  • Ability to translate the City’s policies, practices, procedures into day to day activities. 
  • Knowledge of operational objectives and organizational core values to lead and support staff
  • Skill in the proper use, storage and maintenance of equipment and tools used in the work.
  • Ability to plan, layout, assign and direct the work of a crew engaged in complex maintenance, construction and repair operations with minimal supervision.
  • Ability to work from written orders, blueprints and sketches.
  • Ability to maintain records, reports, estimates and perform related administrative tasks.
  • Ability to deliver projects within specified budgets 
  • Ability to observe and monitor individual performance while providing timely feedback, praise and/or corrective action on an ongoing and annual basis
  • Ability to manage multiple priorities in a high pace environment and to adapt to changing dynamics.
  • Ability to perform independently with minimal supervision while exercising good judgement and decision making. 
  • Ability to establish and maintain effective working relationships with subordinates, other employees and the public.
  • Ability to coach, mentor, teach and resolve disputes. 
  • Ability to successfully clear a Police Information Check. 

Qualifications and Experience:

  • Completion of Grade 12 supplemented by technical and supervisory training and/or additional education related to the work. 
  • Two (2) to five (5) years experience in roads maintenance and construction operations, inclusive of supervisory experience 
  • Or an equivalent combination of training and experience may be considered.

Licences, Certificates & Registrations:

  • Valid Class 5 Driver's Licence for the Province of British Columbia

Working Conditions:

Exposure to conditions and hazards such as fumes from vehicles, asphalt and diesel fuels and extreme temperatures while laying asphalt. Work is performed in high traffic areas, in construction areas and around heavy equipment.
