Perform professional project management work tracking and participating in the planning, design, and implementation of special water conservation projects in the Utilities department; functions as an integral part of special projects teams as assigned by management. Acts as project coordinator to ensure compliance with County and departmental objectives that may involve assisting supervisors with selection criteria, and other relevant considerations related to the project.
Responsible for reviewing and providing project affiliated documents, cost analyses, exhibit and show production, invoicing reviews, and other contract documents. May serve as departmental coordinator and liaison in the implementation of public outreach/educational programs. Assist in the assignment of field work orders to crew. Ensure completion of works orders and in accordance with QAQC expectations and deadlines. Provide reporting analysis of field work orders and activities. Providing metrics and performance, analysis, and reporting for meter reader activities. This position requires field work analysis for meter reader, meter installation, and water conservation (safety, performance, review of SOP’s).
Essential Functions
- Oversees, implements, enacts, and recommends rules, regulations, policies, and guidelines, consistent with ordinances and the Board of County Commissioners.
- Develops, plans, and drafts various departmental documents, reports, and project related material.
- Provides project management and coordination with County departments, user groups, and consultants in matters relating to programming and design work for proposed major and minor projects.
- May act as first level project coordinator for various projects, meeting both departmental and County objectives.
- May serve on project selection committees.
- Provides coordination of research, project and cost analysis.
- Coordinates assigned phases of projects, researching and developing program rules, regulations, and guidelines.
- Analyses of workflow and evaluates and makes recommendations for solutions to project manager and team members.
- Prepares graphical presentation of conceptual plans.
- Responsible for reviewing and providing project affiliated documents, cost analyses, exhibit and show production, invoicing reviews, and other contract documents related to water use, conservation, educational monitoring, and performance metrics.
- Prepares research material and field information for projects.
- Assists Water Conservation Section in the coordination, development, and implementation of community water conservation outreach programs and techniques.
- Implements and develops training programs in relation to Utilities Department requirements.
- Performs other related job duties as assigned.
Position Specific Requirements
Experience: Professional experience in project management that includes 2 years professional experience in the area of assignment (water conservation, meter reading and installation, and creating social media posts, and managing field projects related to a Utilities environment).
Education: Major course work in business, public administration or related field.
- At least 6 years of experience as described above or;
- An Associate’s degree with major course work in business, public administration or related field and 4 years of experience as described above or;
- A Bachelor’s degree with major course work in business, public administration or related field and 2 years of experience as described above or;
- A Master’s degree or higher with major course work in business, public administration and some experience as described above.
- An equivalent combination of training and experience.
- Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
- Microsoft Excel skills, ability to create spreadsheets with advanced formulas; VLOOKUP's and Pivot tables.
- Mid-level experience in Microsoft Office (Word, Excel, PowerPoint, Access), Photoshop.
- Highly organized and self-starter.
- Attention to detail.
- Knowledge of researching, writing, and applying for Grants.
- Knowledge of creating social media posts to promote environmental resources initiatives.
- Knowledge of GIS software.
- Florida-Friendly Landscaping Certified Professional.
- Familiar with analog/electronic meters.
Knowledge, Skills and Abilities
- Knowledge of complex technological information and data and an understanding of basic programming principles and practices.
- Knowledge of development, review, and application of techniques and procedures for understanding of, and compliance with, contract documents.
- Knowledge of project costs and estimating procedures.
- Knowledge of project invoicing, materials, and labor analysis and delivery and payment procedures.
- Knowledge and skill in use of technical, electronic, graphic, analog, and/or digital equipment affiliated with specific project assignment.
- Ability to assist in formulating plans, researching resources, and establishing timelines, tasks, and goals.
- Ability to exercise independent judgment coordinating the efforts of staff, and intra/inter departmental personnel involved in all phases of assigned projects.
- Ability to present programs, ideas, and findings clearly and concisely in writing, orally, and graphically.
Physical/Mental Demands
This work requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
