Position:             Buyer

Department:       Purchasing

 

Job Summary:   Performs a variety of purchasing transactions that are of a specialized or complex nature and require the development of detailed specifications in accordance with the Gaming Enterprise Division (GED) purchasing policies, regulations, and procedures as well as applicable statutes.

 

Duties and Responsibilities (specific areas of responsibility include but are not limited to):

  1. Purchases materials, equipment, supplies, and services of a specialized or complex nature in accordance with GED purchasing policies, regulations, and procedures as well as applicable statutes.
  2. Examines and analyzes departmental purchase requisitions for completeness and accuracy of information; contacts department staff or initiator to clarify or complete information; determines method needed to process requisitions such as bid, request for proposal, or blanket contract based on dollar amount, timeliness required, existing open contracts, and/or competitive bidding.
  3. Write and distributes complex and highly technical bid invitations or requests for proposals; receives and analyzes bids, quotes, and proposals; awards the contract.
  4. Prepares, distributes and evaluates bids, contracts, and requests for proposals to facilitate the procurement of goods, services, and construction for the GED.
  5. Assists departments in initiating requisitions and orders and solves problems with orders.
  6. Identifies, confers with, and selects vendors to procure requisitioned commodities meeting criteria such as availability, price, quantity, quality and delivery date; places orders.
  7. Reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority.
  8. Identifies departmental needs and develops and refines specifications for commodities, supplies, or equipment.
  9. Develops and refines highly complex technical bids and specifications.
  10. Interviews sales representatives and researches companies to develop new sources of technical supplies, securing favorable terms for the GED; updates records and files and secures samples, descriptions, photos or information for departments.
  11. Establishes blanket purchase agreements with vendors setting dollar limitations and time of contract limitations.
  12. Interprets and communicates purchasing procedures to departments and vendors as a specialist in assigned material categories which require a degree of technical knowledge.
  13. Resolves purchasing problems between departments and vendors.
  14. Monitors and maintains records regarding pricing and ordering of materials; prepares reports, analyzes findings, and makes recommendations.
  15. Maintains and refines the GED purchasing/inventory system.
  16. Ability to work effectively in a fast paced, pressure-filled environment.
  17. Ability to work a flexible schedule that may include evenings, weekends, and holidays.
  18. Performs other duties as assigned.

  1. Knowledge of purchasing practices and procedures.
  2. Knowledge of materials, products, and the commodity market in area of specialization.
  3. Skill in preparing and analyzing complex technical specifications, bids, and proposals.
  4. Skill in both oral and written communications.
  5. Skill in establishing and maintaining effective working relationships.
  6. Skill in exercising independent judgment and initiative.
  7. Ability to effectively communicate both orally and in writing.
  8. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  9. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  10. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  11. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  12. Ability to lift up to 25 pounds on occasion.
  13. Computer proficiency with Microsoft Office Suite of software and various purchasing software.

 

Mandatory Requirements:

  1. High school diploma or GED AND three years buying, expediting, or other directly related purchasing experience.
  2. Computer proficiency with Microsoft Office Suite of software and various purchasing software.
  3. Must have employment eligibility in the U.S.
  4. Must be able to obtain, maintain, and retain a valid gaming license.

 

Preferred Requirements:

  1. Associate’s degree in related field.
  2. Purchasing certification, such as Certified Purchasing Professional, Certified Professional Purchasing Manager, or Senior Professional in Supply Management.
