General Description:
The Manager of the Richmond Technical Center provides programmatic, instructional, and operational coordination in support of Career and Technical Education programs. The Manager works under the direction of the Associate Director of Career and Technical Education and collaborates with school leaders, instructional staff, families, community partners, and business and industry representatives to support high-quality CTE pathways that promote academic achievement, college and career readiness, and equitable student outcomes.
Essential Duties and Responsibilities:
- Support initiatives that promote student academic progress and career readiness within Richmond Technical Center programs.
- Assist in fostering an organized and supportive learning environment aligned with division-wide academic and behavioral expectations.
- Support family, community, and business engagement activities related to Career and Technical Education programming.
- Provide instructional and programmatic support aligned with the vision, mission, goals, and objectives of Richmond Public Schools.
- Provide day-to-day guidance, coaching, and instructional support to assigned staff under the supervision of the Associate Director of CTE.
- Assist in the development, implementation, and monitoring of School Improvement Plans and CTE program improvement initiatives, including selective enrollment programs and high school redesign
- Support communication efforts to ensure stakeholders understand approved improvement goals and progress updates.
- Assist the Associate Director of CTE with staffing recommendations to support effective program delivery.
- Prepare reports, data summaries, and documentation related to student outcomes, credential attainment, and program effectiveness.
- Coordinate meetings related to instructional planning, professional learning, and CTE program implementation.
- Support administrative functions including program-level budget planning, purchasing requests, inventory management, and state and division reporting under the supervision of the Associate Director of CTE.
- Maintain records, reports, handbooks, and documentation required for effective program operations and compliance, including program accreditation
- Support the development and maintenance of partnerships with community organizations and business and industry representatives.
- Assist with the coordination and supervision of CTE-related co-curricular, extracurricular, CTSO, and after-school activities.
- Attend CTE-related activities and events to support student engagement and program quality.
- Support the implementation of CTE instructional programs consistent with state and federal guidelines and School Board policies.
- Assist in the interpretation and application of school division policies and procedures as they relate to CTE programs.
- Conduct instructional observations and provide feedback to support professional growth and continuous improvement.
- Coordinate class schedules, shared instructional spaces, work-based learning experiences, and instructional resources.
- Prepare annual program budget requests and supply requisitions.
- Assist with the coordination of transportation, custodial, cafeteria, and other support services related to RTC programming.
- Participate in safety planning, inspections, and drills in collaboration with school and division leadership.
- Support monitoring of student attendance and engagement, and collaborate with administrators and counselors to address student needs.
- Maintain program-related files and prepare periodic and special reports as required.
- Assist in identifying student needs and coordinating supports with counselors, administrators, and district specialists.
- Communicate district-wide and CTE curriculum goals and expectations to staff, families, students, and community and business partners.
- Support instructional planning, curriculum alignment, and program evaluation through observations, documentation, and follow-up discussions.
- Assist teachers in evaluating instructional methods, materials, and lesson planning practices.
- Assist with curriculum planning and review in collaboration with instructional staff and central office representatives.
- Perform other related tasks as assigned by the Associate Director of Career and Technical Education.
QUALIFICATIONS:
- Postgraduate Professional License with endorsement or eligibility in Administration and Supervision.
- Minimum five years of experience in K–12 or postsecondary education.
- Demonstrated experience working with students from under-served communities.
- Minimum three years of experience in a Career and Technical Education leadership, coordination, or administrative support role.
- Valid VA license with an endorsement in Administration and Supervision; additional endorsement in CTE field required.
- Working knowledge of Virginia CTE pathways, work-based learning, industry credentialing, CTSOs, and Governor’s Academies.
- Strong knowledge of high school graduation requirements and college and career readiness indicators.
- Demonstrated ability to work effectively with students, educators, families, community partners, and business and industry representatives.
- Demonstrated instructional support skills including curriculum alignment and instructional technology integration.
- Strong organizational, analytical, and communication skills.
- Bilingual skills including Spanish preferred.
- Prior classroom teaching experience preferred.
- Preferred experience as a CTE administrator or coordinator.
