PROFILE OF A LIBERTY HILL EDUCATOR
Liberty Hill ISD Educators are compassionate leaders, effective collaborators, adaptable thinkers,
determined problem-solvers, and skilled communicators.
PRIMARY PURPOSE
Direct and oversee the implementation of the district’s special education program to ensure high-quality
services, student progress, and full compliance with state and federal requirements. Provide leadership
to campus administrators and staff, ensuring consistent practices, effective instructional supports, and
strong alignment with district expectations. Monitor program effectiveness, address complex student and
campus needs, and ensure accountability for outcomes across all campuses.
QUALIFICATIONS
Education/Certification
● Master’s degree from an accredited college or university required
● Valid Texas certification in special education is required
● Principal or other administrative certification preferred
Knowledge/Skills/Abilities
● Deep knowledge of federal and state laws and regulations related to special education,
including IDEA and TEA requirements
● Strong understanding of special education instructional practices, service delivery models,
and supports for students with disabilities
● Knowledge of ARD processes, procedural safeguards, and compliance requirements
● Ability to analyze and use data to evaluate program effectiveness and drive decision-making

Experience
● Minimum of five years of experience in special education, including experience in program
oversight, compliance, or campus leadership

MAJOR RESPONSIBILITIES AND DUTIES
Program Leadership and Implementation
● Oversee and ensure consistent implementation of the district’s special education program
across all campuses, including services, supports, and instructional practices
● Ensure high-quality instruction and appropriate service delivery for students receiving special
education services
● Provide guidance and direction to campus administrators in addressing complex student
cases, program concerns, and parent issues
● Oversee ARD processes to ensure alignment with district expectations, including consistency
in decision-making and service recommendations
● Lead the development, implementation, and refinement of systems and procedures that
support effective special education services
● Collaborate with campus and district leaders to ensure alignment of special education
services with instructional priorities and student needs
● Ensure appropriate service delivery models are implemented to meet the diverse needs of
students across all campuses.
● Develop and implement systems and processes to gain parent feedback to identify systemic
strengths and barriers, ensuring family perspectives are considered as part of ongoing
self-assessment of practices and procedures.

Compliance and Accountability
● Ensure district compliance with all federal, state, and local requirements related to special
education, including IDEA, Section 504 (as applicable), and TEA guidelines
● Monitor and ensure adherence to all timelines, documentation requirements, and procedural
safeguards related to special education services and ARD processes
● Oversee the accuracy and completion of required reports, data submissions, and PEIMS
coding related to special education
● Monitor campus compliance and program implementation through data reviews, audits, and
ongoing communication with campus leadership
● Address and resolve compliance concerns, including parent complaints, state complaints,
and due process hearings, in coordination with district leadership
● Ensure corrective actions are implemented when areas of noncompliance are identified and
monitor for sustained improvement
● Maintain current knowledge of changes in laws, regulations, and guidance, and ensure
practices are updated accordingly
● Identify and address systemic compliance risks through ongoing monitoring and proactive
intervention
Personnel Management and Staff Development
● Supervise, evaluate, and support assigned special education staff, including coordinators
and specialists
● Provide clear expectations, ongoing coaching, and performance feedback to ensure
high-quality service delivery and professional growth
● Lead efforts to build staff capacity through targeted professional development aligned to
district priorities and program needs
● Ensure systems are in place to support campus staff, including training, resources, and
guidance related to special education practices and procedures
● Collaborate with campus administrators on staffing decisions, including hiring, placement,
and retention of special education staff
● Address personnel concerns and performance issues in a timely and consistent manner in
alignment with district policies and expectations
Program Evaluation and Continuous Improvement
● Monitor and evaluate the effectiveness of the district’s special education program using
student performance data, service delivery data, and compliance indicators
● Analyze trends in student outcomes, identification, placement, and services to identify areas
of strength and needed improvement

performance and program effectiveness
● Ensure data is used to inform decision-making related to instruction, services, staffing, and
resource allocation

Budget and Resource Management
● Oversee the use of special education funds to ensure alignment with program needs,

campuses
● Oversee contracts and services for students requiring specialized or out-of-district
placements
● Ensure resources, materials, and supports are allocated effectively to meet student needs
● Lead the development and management of the special education budget in coordination with

SUPERVISORY RESPONSIBILITIES
● Supervise and evaluate assigned special education staff, including coordinators, specialists,
and other support staff as assigned
● Provide direction, support, and performance feedback to ensure effective program
implementation
● Collaborate with campus administrators regarding supervision of campus-based special
education staff
MENTAL/PHYSICAL & ENVIRONMENTAL DEMANDS:
