Future Operational Planner (FOPS)

Location: Camp Smith, HI (Honolulu Area)
Clearance: Active DoD TS/SCI (or eligible)
Company: JMark Services, Inc.

Position Overview

JMark Services is seeking a Future Operational Planner (FOPS) to support planning operations within the U.S. Marine Forces Pacific (MARFORPAC) G-5 Plans Directorate.

This role is responsible for supporting the development and execution of operational plans across training events, exercises, contingency operations, and future initiatives. The FOPS applies structured planning processes, operational art, and analytical rigor to translate strategy into executable plans across the Joint Planning and Execution Community (JPEC).

You will serve as a key contributor to both current and future operations, helping synchronize planning efforts across multiple stakeholders while delivering decision-ready products to leadership.

What You’ll Do

This is where strategy meets execution—and where good planners start becoming great ones.

  • Apply the Marine Corps Planning Process (MCPP) and/or Joint Planning Process (JPP) to develop operational plans and orders
  • Lead and support Operational Planning Teams (OPTs) for deliberate, crisis action, and contingency planning
  • Provide expertise in force management processes, including sourcing, allocation, and apportionment
  • Support Crisis Action Planning Teams (CAPTs) and assist in transitioning plans into executable operations
  • Draft and refine operational orders and modifications (e.g., FRAGOs, WARNOs, branch plans)
  • Review and analyze operational plans and directives, providing actionable recommendations
  • Integrate emerging capabilities, including cyber and other functional areas, into planning efforts
  • Support planning battle rhythm events, ensuring timely capture and dissemination of notes, briefings, and products
  • Maintain planning documentation in accordance with records management and classification requirements
  • Coordinate planning efforts across functional teams to ensure alignment between current and future operations
  • Conduct analysis and produce planning products under tight timelines and operational constraints

What You Bring

Required Qualifications

  • Bachelor’s degree in a relevant field
  • 6+ years of experience in operational planning, analysis, or a related discipline
  • Demonstrated experience applying structured planning processes to support organizational objectives
  • Proven ability to develop operational plans, draft orders, and coordinate across multiple teams
  • Strong analytical, writing, and briefing skills
  • Ability to meet government workplace requirements and maintain required access/eligibility

Preferred Qualifications

  • Master’s degree in a relevant field
  • Experience supporting joint, combined, or multi-organizational planning environments
  • Knowledge of operational art and design concepts
  • Experience integrating emerging capabilities (e.g., cyber, exercise planning) into operational planning
  • Background supporting contingency, crisis action, or training exercise planning efforts
  • Experience delivering executive-level briefings and analytic recommendations

Core Competencies

You’re not just executing tasks—you’re building the blueprint.

  • Operational planning and execution discipline
  • Analytical thinking in complex, fast-paced environments
  • Clear, concise writing for operational and executive audiences
  • Cross-functional coordination and stakeholder engagement
  • Adaptability under pressure and shifting priorities

Impact & Growth

This role is designed for professionals ready to grow into senior planning positions.

  • Contribute directly to operational and contingency planning in the Indo-Pacific theater
  • Gain exposure to joint planning environments and senior leader decision-making cycles
  • Build expertise in force management, operational design, and multi-domain integration
  • Position yourself for advancement into Senior Planner or SME roles
