Under limited supervision, serves as a OSWW Large System Coordinator. Performs assigned inspections, evaluations, investigations, and reviews for the DES Bureau of Regional and Laboratory Services Central Office Onsite Wastewater (OSWW) Program as the Large System Coordinator. Provides subject-matter expertise for the OSWW large system standard.

Job Duties: 
  • Conducts, supervises, and coordinates the evaluation of all proposed onsite wastewater systems which are to generate flows in excess of 1500 gpd, including RV Parks, car washes, laundromats, community systems, and others as applicable. Conducts detailed soil evaluations, prepares reports, and provides explanations and specific requirements to consulting engineers and the regulated community. 
  • Reviews large system designs, plans, and coordinates reviews with BOW and BCM program areas as applicable for large / community system design and permitting. Issues Permits to Construct, reviews as-builts, and issues Approvals to Operate for Large System submittals as appropriate. Maintains statewide computer inventory of all large onsite wastewater facilities permitted. Provides review and assistance for commercial onsite wastewater specialized systems. 
  • Communicates regulatory requirements to engineers, soil classifiers and the regulated community as needed. Conducts pre-application reviews for potential large system applications to determine completeness, accuracy, and ensure program expectations are met. 
  • Responsible for all alternative/non gravel/other product reviews and approvals. Assists with annual inspections of approved septic tank manufacturing facilities statewide, as needed. 
  • Provides statewide support in solving challenging OSWW matters, including but not limited to resolving issues with challenging sites. Assists with research and evaluation of various OSWW related issues and in developing reasonable and practical solutions to complex OSWW cases. 
  • Performs other duties as required, which includes, but is not limited to, attending periodic staff meetings, and training. 

     

Position Duties

  • A high school diploma and experience in environmental health programs or radiological health.
  • A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering, or a related technical field may be substituted for the required work experience.
    • Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc.

Current BRLS OSWW Program Certification and Final Inspection Certification required.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
  • Must have valid state driver's license and ability to operate personal and state-owned vehicles. 
  • Possess excellent written and oral communication skills. 
  • General knowledge of functions and interdependence of the Environmental Affairs public health laws, sanitation principles and practices. 
  • Must be capable of dealing effectively with the public and regulated community. 
  • Able and willing to work in all weather conditions.
  • May require: 
    • Daily travel throughout the state. 
    • Occasional out-of-state and overnight travel. 
    • Participation on the Environmental Response Team and is subject to on call or call back 24/7. 

Minimum Qualifications

  • Familiarity with onsite wastewater methods and Standard Operating Procedures (SOPs). 
  • Training or experience in describing or classifying soils.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SCDES ePermitting.
