Job Description

Director of Human Resources and Training 

Reports To: Chief Financial Officer 

Direct Reports: HR Generalists, Training Manager, Talent Acquisition Manager 

Location: On-site in Knoxville, Tennessee.

Job Summary 

The Director of Human Resources and Training provides strategic guidance and operational oversight for human resources and training functions across the organization. This role serves as a key advisor to executive leadership, aligning HR and training strategies with staffing and workforce needs while ensuring compliance, consistency, and effective program delivery across the organization. 

Key Responsibilities 

Strategic HR & Executive Partnership 

- Partner with the executive committee and senior leadership on HR and workforce-related matters. 

- Align HR and training strategies with organizational staffing goals and operational needs. 

- Provide expert guidance and recommendations to support leadership decision-making. 

Human Resources Oversight 

- Oversee recruitment, onboarding, retention, and workforce planning efforts with Talent Acquisition. 

- Review compensation, benefits, and workforce changes and provide recommendations for executive consideration. 

- Serve an integral role in the annual performance review process, including review of manager submissions prior to President approval. 

- Provide guidance on employee relations matters, compliance considerations, and risk mitigation strategies. 

Budget Responsibility 

- Maintain responsibility for HR and training budgets, including forecasting, monitoring, and financial stewardship. 

- Provide financial analysis and recommendations to support leadership planning and resource allocation. 

Policy & Governance 

- Provide leadership and guidance related to employee handbook content, HR policies, and procedural standards. 

- Collaborate with executive leadership and the executive committee on policy development and updates. 

Training & Workforce Development 

- Oversee the delivery and effectiveness of training programs.

- Ensure compliance and record-keeping aligned with NCCER and DOL.

- Maintain accountability for training delivery, program quality, and workforce readiness. 

Systems & Data (Workday) 

- Provide functional oversight of Workday as the organization’s HRIS, ATS, and LMS. 

- Partner with corporate Workday support for system enhancements and configuration updates. 

- Leverage system data to support workforce planning and leadership reporting. 

Culture, Engagement & Organizational Support 

- Partner with leadership to support organizational culture, engagement, and change initiatives. 

- Provide guidance and support to management teams in fostering a positive and productive work environment. 

Qualifications 

Required: 

- Bachelor’s degree in Human Resources, Business Administration, or related field. 

- 7+ years of progressive leadership experience in Human Resources and/or Training. 

- Strong working knowledge of employment law, compliance requirements, and HR operations. 

- Experience partnering with executive leadership teams. 

Preferred: 

- Experience in skilled trades, construction, or industrial environments. 

- Familiarity with apprenticeship programs and NCCER standards. 

- Experience overseeing critical employee certifications, licenses, and credentials.

- Experience working with enterprise HR systems such as Workday.
