Job Description

GovCIO is seeking a highly experienced Senior Technical Advisor/Delivery Manager to as as a senior consultant and  to manage software release delivery in support of the Department of Veterans Affairs’ Office of Information and Technology (OIT). This position will fully remote position within the Continental United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET.


Responsibilities

This role supports the Health Data Management (HDM) Sub-Product Line, providing leadership across business increment planning, technical delivery, execution oversight, and cross-functional coordination

  • Partner with business stakeholders to ensure work is properly prioritized, sequenced, decomposed, and ready for team execution.
  • Manage and coordinate technology development across teams to ensure consistent delivery during each Business Increment.
  • Ensure full visibility of all work across the value stream.
  • Identify and manage risks, issues, dependencies, and cross-team impacts.
  • Improve value stream performance by removing impediments, enhancing processes, and enabling sustainable execution.
  • Ensure environments, teams, and technical processes are properly planned, staffed, and established.
  • Provide guidance ensuring compliance with VA technology policies, standards, and governance.
  • Maintain application-area artifacts such as schedules, risks, resource estimates, and communication plans.
  • Coordinate hub activities, resolve organizational obstacles, and monitor/report on progress.
  • Mentor and guide teams toward continual improvement while maintaining delivery focus.
  • Understand system components, boundaries, and technical constraints to effectively coordinate complex technical deliveries.
  • Performs other duties and assumes additional responsibilities as assigned in support of organizational priorities.


Qualifications

Bachelor's with 15 years (or commensurate experience)

Required Skills and Experience

  • Experience supporting federal IT programs, preferably within VA OIT.
  • Well-versed in the VA project management methodology and other VA-related reporting methodologies.
  • Strong understanding of system architecture, integration points, and technical boundaries.
  • Solid experience with Microsoft (Word, Excel, PowerPoint, Visio) and other collaborative tools including Teams, SharePoint, etc.
  • Proficiency with Agile methodologies, PI planning, backlog management, and value stream coordination.
  • Strong executive-level communication and reporting skills.
  • Willingness and ability to quickly learn new skills, new client environments, and grow domain expertise.

Clearance Required: 

  • Ability to obtain and maintain a Suitability for Public Trust clearance


Preferred Skills and Experience

  • Prior experience supporting OHI, HDM, or VA EHR modernization.
  • SAFe, PMP, PgMP, or Agile certifications.
  • Experience with VA infrastructure, VistA or HDM products and services.
  • Experience leading DevSecOp related resources

Posted Salary Range

USD $120,000.00 - USD $140,000.00 /Yr.
