Acquisitions Analyst

Position Summary / Objective:

This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSBN), and Team Submarine (TSUB) providing engineering, logistics, and project management support to SSGN and SSBN Class Submarines.


Essential functions:

  • Contract Management:
    • Provide cradle-to-grave contract management support for active contracts.
    • Monitor contractor performance, track deliverables, and review invoices to ensure compliance with contractual requirements.
    • Assist in contract modifications, exercise options, and support the contract closeout process.
    • Provide support related to DD Form 254, ensuring security requirements are current and accurately communicated to the government lead.
  • PPBE & Financial Management:
    • Track the execution of program funds and provide detailed financial analysis to program stakeholders and other GOVT stakeholders.
    • Assist in aligning program requirements with financial resources and budget cycles to ensure program stability and success.
  • · Program Support:
    • Prepare and staff high-level briefings, white papers, and decision packages for senior leadership.
    • Participate in meetings and capture meeting minutes, ensuring accurate documentation of discussions, action items, and decisions for distribution to relevant stakeholders.

 

Required education and experience:

  • Bachelor’s degree in business or technical field.
  • 3+ years experience in engineering/science management, operations research analysis or financial/cost analysis.
  • Significant experience in U.S. Navy programs at Trident Refit Facility, Bangor, Washington.

 

Preferred education and experience:

  • Bachelor’s degree in business, finance, engineering or other technical discipline (or commensurate experience).
  • 10+ years of experience supporting military and DoD clients.
  • Experience in Contract Management, PPBE process, execution of various types of contracts and Financial Management.
  • Understanding of database management tools to track program execution status, contract execution status, and contract deliveries. 
  • Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.
  • Active Secret Clearance.

  • Must have excellent client interface skills.
  • Must work well individually and as part of a team.
  • · Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Outlook, GenAI, Teams, MS Project, MS Power Applications, specifically Power BI and Power Automate.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Must have good verbal and written communication skills.
  • Must be highly reliable and demonstrate personal initiative.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length, with standard working hours from 7:00 a.m. to 3:00 p.m. Flexibility in scheduling is permitted with prior concurrence from the supervisor. Regardless of the agreed-upon schedule, the employee must be present during the core work hours of 8:00 a.m. to 1:00 p.m. and must account for all required hours within the pay period to maintain full-time status. As Headquarters operates on Eastern Time, it is highly recommended that the employee aligns their schedule with Eastern Time working hours as much as practical to facilitate optimal collaboration.


Telework:

Hybrid telework may be authorized for this position. Please note that telework agreements are subject to supervisor approval and may fluctuate based on operational or customer requirements.


Travel:

No travel is expected with this position; however, it may be required at direction of NAVSEA customer
