About the Role:

Culmen International, LLC seeks an International Capture Manager to drive business growth through strategic relationship management, pipeline development, opportunity qualification, market analysis, capture budgeting, teaming strategies, and proposal support. This role focuses on identifying and capturing international and globally executed programs across Culmen’s mission areas including WMD nonproliferation, security cooperation, emergency response, and expeditionary logistics. As a key member of the Business Development team, the International Capture Manager plays a critical role in achieving new business growth objectives.



What You’ll Do in Your New Role:

Responsibilities include maintaining relationships with industry partners; providing market intelligence on targeted federal departments and agencies; leading complex capture efforts for highly competitive RFPs; managing business planning activities such as pipeline, bid, gate, and proposal reviews; supporting strategic planning and due diligence initiatives; responding to government market research inquiries; representing the company at industry events and customer meetings; and contributing to proposal content development. The position requires a proactive business developer who can originate opportunities, cultivate customer and partner relationships, and lead pursuits from early shaping through award.



Required Qualifications:
  • Eligible to obtain a U.S. security clearance; active clearance preferred.
  • Bachelor’s degree.
  • Proven leadership experience in business development and capture management.
  • Demonstrated ability to identify, qualify, and win strategically aligned growth opportunities within targeted markets.
  • Documented success leading and securing major service contracts valueat d more than $50M.
  • Experience capturing programs funded by U.S. Government agencies operating internationally (e.g., DoW, Department of State, DHS, or related organizations).
  • Strong financial acumen, including oversight and management of B&P investments.
  • Exceptional executive‑level writing and communication skills across technical and non‑technical audiences.
  • Experience working in international environments or supporting programs overseas is strongly preferred.
  • Collaborative mindset with the ability to work across technical, operational, and proposal teams in a fast-moving business development environment.
