About the Role
The Clinical Services Director provides strategic and operational leadership for inpatient, facility-based, and home-based clinical services. This role ensures alignment with strategic direction, operational effectiveness, and regulatory compliance while fostering a compassionate, patient-centered care culture and upholding the St Francis Healthcare System's mission and values. The Director oversees a team of clinical managers who supervise Registered Nurses (RNs), Licensed Practical Nurses (LPNs), Nursing Assistants and Social Workers.
Clinical Oversight & Quality Assurance
- Leads the planning, implementation, and evaluation of clinical services across inpatient, facility, and home settings.
- Leads clinical preparation for Joint Commission surveys and other audits; Ensures compliance with Joint Commission standards, including leadership, performance improvement, and patient safety.
- Oversees development and implementation of clinical policies, procedures, and protocols.
- Monitors infection control practices, medication utilization, and safety, and emergency preparedness.
- Ensures the development and monitoring of clinical performance improvement, infection control, safety, and Joint Commission activities.
- Ensures that trends are identified and examined, problems are defined, and that problem resolution occurs in all clinical service areas.
- Monitors the Utilization Review activities of the Hospice Program.
- Reviews all aspects and components of clinical services to ensure that the highest quality of service is provided safely, efficiently, and cost-effectively.
- Reviews and analyzes monthly, annual, and special reports, including statistical summaries, analyses, and evaluations. Works with managers to develop and implement plans of action based on concerns/discrepancies in the reports/analysis.
- Evaluates and approves the admission to Hospice and Palliative Care of those patients whose needs or circumstances are acutely problematic or require additional financial or clinical consideration.
Operational Management
- Oversees staffing models, scheduling, and resource allocation to ensure continuity and quality of care and financial stewardship.
- Collaborates with HR and Finance on recruitment, budgeting, and workforce planning.
- Participates in strategic planning and organizational development initiatives.
- Leads and mentors managers, providing guidance and support for educational and developmental opportunities relevant to the position.
- Works with managers to ensure appropriate employee leadership and mentorship.
- Partners with departmental leaders to establish and drive a healthy team environment. Proactively addresses employee safety, morale, and operational concerns.
- Facilitates the completion of performance evaluations for Clinical Interdisciplinary Team Members.
- Evaluates the performance of programs and recommends solutions to improve performance, when needed.
- Responsible for interview, selection, orientation, training, performance management, and transfer/promotion of direct reports. Provides leadership and indirect supervision to all clinical Hospice employees. Initiates or delegates disciplinary action and termination as appropriate in accordance with relevant policies, collective bargaining agreements, and job expectations.
- Monitors and ensures staff productivity, including scheduled hours, overtime, workers’ compensation, and absenteeism.
- Monitors the overall performance of the interdisciplinary team members and identifies opportunities to improve performance or enhance collaboration.
- Ensures that managers and staff meet their educational and other relevant job requirements (e.g., Licensure, certification, etc.).
- Participates in inter-departmental committees, teams, and task forces.
Health Information Management
- Works with vendors and other technology partners to ensure optimization of clinical systems.
- Ensures accurate and timely documentation in the EMR system, including, but not limited to, medical records, and complies with Federal and State laws, regulations, requirements, rules, and Joint Commission standards.
- In collaboration with the Nurse Educator, develops and implements system training for clinical teams.
- Ensures that all patient/family information, including but not limited to private health information, is held in strict confidence.
- Serves as the Departmental Privacy Manager.
Leadership & Staff Development
- Ensures interdisciplinary groups are functioning effectively in accordance with the goals of the Hospice Program, that operations are running smoothly, and that customer service meets/exceeds defined expectations. Attends and participates in Interdisciplinary Group meetings.
- Guides and oversees clinical managers to ensure quality in operations and supervises hospice and palliative care services and staff. Ensures employee concerns are handled promptly and consistently.
- Provides mentorship, coaching, and performance evaluations for managers.
- Acts as an internal consultant to personnel from other health care agencies, such as physicians, social workers, discharge planners, and health insurance personnel. Plans, coordinates, and presents internal hospice care educational programs to international and out-of-state hospice and health care professionals.
Financial
- Develops and manages budget, collaborating with President and CEO, CFO, and VP, Clinical Strategy.
- Ensures responsible fiscal operations of all clinical services.
- Partners with the Advancement and Communications department to support the planning and execution of fundraising projects in collaboration with the St. Francis Healthcare Foundation.
- Supports grant proposal writing for both private and public funding.
- Reviews and approves department invoices for payment.
Patient & Family Engagement
- Champions a holistic care model that integrates physical, emotional, spiritual, and psychosocial support.
- Ensures culturally responsive and ethically sound care practices.
- Facilitates resolution of complex care issues and supports advanced care planning.
- Oversees bereavement services and community outreach efforts.
- Acts as a resource for planning and implementing patient/family conferences.
- Resolves complaints and grievances between patients/families and staff.
- Maintains twenty-four-hour-a-day/seven-day-a-week responsibility as an operations resource.
External Relations & Compliance
- In collaboration with the Hospice leadership team, liaises with regulatory bodies, accreditation agencies, and referral partners.
- Participates with the CHS Quality Council.
- Stays current with hospice care trends, regulatory updates, and best practices.
- Represents the organization in professional forums and community events, as needed.
- Promotes and represents St Francis Hospice through such publicity efforts as fairs, presentations, community projects, speeches, tours, and question-and-answer sessions.
- Acts as a consultant and resource person to the Departments of CHS and their staff members.
Requirements
Education/Training
- Bachelor’s degree in Nursing Science, Master’s degree preferred.
Licensure and Certifications
- Valid Hawaii RN Licensure
Experience and Other Qualifications
- Minimum 7 years of experience in hospice care services in home and inpatient settings. Palliative Care experience preferred.
- At least 4 years of administrative and managerial experience.
- Previous experience working in a unionized environment preferred.
- Proven strategic leader with the ability to establish and work toward goals.
- Strong leadership, management, and team building/cultivation skills.
- Strong interpersonal relationship skills with the ability to work effectively with diverse groups/individuals.
- Excellent oral and written communication skills with the ability to educate/teach/coach and inspire staff to execute vision and attain defined goals.
- Strong analytical and problem-solving skills with ability to exercise both initiative and sound judgment.
- Ability to multitask, organize, and prioritize work to meet work deadlines.
- Thorough knowledge and understanding of Hospice regulations and regulatory requirements.
