About The Role 

DBE Utility Services, a United Utility Services Company, is seeking an experienced and proactive Safety Representative- HDD / Open Cut Pipeline to oversee and uphold safety compliance on pipeline construction projects. This role is responsible for ensuring all field operations meet regulatory requirements, company policies, and industry best practices, with a strong focus on protecting personnel, equipment, and the environment.

DBE is an underground utilities company with its main headquarters located in Palm Beach County, FL and satellite office in Jacksonville, FL. We specialize in directional drilling, water, sewer, gas, fiber, and power.

Key Responsibilities 

  • Monitor daily HDD (Horizontal Directional Drilling) and open cut pipeline activities for safety compliance
  • Conduct site safety inspections, audits, and hazard assessments
  • Enforce OSHA and company safety standards across all crews and subcontractors
  • Lead daily safety meetings, toolbox talks, and pre-task planning sessions
  • Investigate incidents, near misses, and unsafe conditions; prepare detailed reports
  • Ensure proper use of PPE and adherence to safe work practices
  • Perform regular inspections of company vehicles and equipment to ensure required safety equipment is present and maintained, and that cleanliness standards are upheld
  • Coordinate emergency response procedures and drills
  • Maintain accurate safety documentation and records
  • Serve as the primary point of contact for all on-site safety concerns
  • Ability to travel throughout South Georgia to the Florida Keys.

Key Qualifications 

  • Minimum 3–5 years of safety experience in pipeline construction, HDD, or open cut operations
  • Strong knowledge of OSHA regulations and pipeline safety standards
  • Required: Demonstrated knowledge of trenching and trench shoring systems and safety practices
  • Relevant certifications preferred (e.g., OSHA 30, First Aid/CPR, HAZWOPER)
  • Experience with trenching, excavation safety, and confined space procedures
  • Excellent communication and leadership skills
  • Ability to stop work and enforce safety protocols when necessary
  • Valid driver’s license
  • Must be able to travel overnight and stay out of town for multiple days at a time

  • Certified Safety Professional (CSP) 
  • Occupational Health and Safety Technician (OHST) 
  • Degree in Occupational Health and Safety.
