Job Description

About the Department

Under the general direction of the Assistant Director, the Data Services Manager manages the Planning & Development Services Geographic Information System (GIS) and GIS staff. This role leads complex professional and administrative work, focused on enterprise data governance and infrastructure management and serves as the department’s principal advisor on all spatial data and digital information systems.

Position Duties

  1. Coordinate, implement, and manage the department’s GIS strategies and initiatives, ensuring integrity and design of geographic databases; manage GIS technical staff; and serve as the department’s senior technical and policy advisor on data standards, metadata, naming conventions, and system integrations (permitting systems, inspection systems, and reporting tools)
  2. Provide leadership and guidance to assigned staff to include but not limited to supervise, train, direct, complete performance evaluation, work with employees to correct deficiencies, resolve concerns, and make hiring, disciplinary, and termination recommendations.
  3. Develop and implement work plans for the GIS and Data Services unit; assign projects and programs; monitor workflow; review methods and procedures; and ensure continuous improvement.
  4. Oversee, manage, and implement all departmental GIS functions including enterprise spatial datasets, development-related layers, regulatory maps, addressing, infrastructure layers, digital engagement hubs, long-range planning data, and analysis methods. 
  5. Act as project manager for GIS platform upgrades, related software implementations, data-system issues, and technical enhancements.
  6. Coordinate with IT, external agencies (e.g., 911, USPS, appraisal district), and regional partners to maintain accurate addressing, datasets, and shared information systems.
  7. Oversee standards, QA/QC processes, workflows, and protocols for all map products, graphics, spatial analyses, and departmental reporting. 
  8. Prepare and present comprehensive reports and studies to PDS leadership, City Council, and various boards and committees as needed.
  9. Manage fiscal components of the Data Services unit including budget development, administration, monitoring, and procurement needs.
  10. Perform other related duties as assigned

Minimum Qualifications

Required:

  • Bachelor’s degree in GIS, Geography, Planning, Computer Science, Engineering, Data Science, or related field and three (3) years of progressively responsible GIS or data-systems experience; or an equivalent combination of education and experience

  • Knowledge of GIS principles and practices

  • Proficiency in GIS software such as ArcGIS, ArcGIS Online, or similar platforms

  • Experience with scripting languages (such as Python or SQL) for data automation and analysis

  • Strong people and project management skills

  • Strong communications and problem-solving skills

  • Ability to establish and maintain effective working relationships with those contacted in the course of work

Preferred:

  • Master’s degree in related field

  • Supervisory or management experience

  • Experience in municipal planning and development regulation environments

  • ESRI, GISP, or similar professional GIS certification
