The Development Finance Vice-Presidency (DFi) manages the policies and resources underpinning the institution's financing architecture, including IDA, IBRD, Trust Funds, and Financial Intermediary Funds (FIFs). It provides a holistic approach to development financing, financial policy, and strategic engagement with funding partners.

The Development Finance Trust Funds and Partner Relations Department (DFTPR) leads the Bank's engagement in Trust Funds, FIFs, co-financing, and partner relations. The department administers a portfolio of nearly US$70 billion in Trust Funds and FIFs, sets the policy and procedural framework governing these instruments, and plays a critical intermediation role between the Bank's operational units and its funding partners. DFTPR comprises three business lines: FIFs, Digital, and Analytics (FIFDA); Trust Funds Policy and Partner Relations (TFPPR); and Co-Financing.

The Trust Fund Policy and Partner Relations (TFPPR) unit within DFTPR is organized around four functional clusters: (1) Trust Fund Policy, Client Services and Strategic Fundraising; (2) Knowledge Management and Learning; (3) Risks and Audits; and (4) Management of Single-Donor Trust Funds. Together, these clusters deliver end-to-end support for the Bank's trust fund portfolio, from policy and compliance to operational management, risk oversight, and institutional learning.

Roles and Responsibilities:

The Program Analyst will work closely with the TFPPR Unit Manager and the leaders of the four clusters, providing analytical, coordination, and programmatic support across the full range of the unit's activities. While the position cuts across all clusters, the preponderance of the work will be anchored in the Trust Fund Policy, Client Services and Strategic Fundraising cluster, which sets the policy direction and strategic agenda for the unit as a whole. The candidate will also serve as a dedicated resource person for the Knowledge Management and Learning cluster, given the cross-cutting nature of that function, and will provide regular support to Risks and Audits and Single-Donor Trust Funds clusters in proportion to the unit's operational needs.

Across these areas of engagement, the Program Analyst's responsibilities will include:

•  Providing analytical and operational support to strategic and corporate initiatives related to trust fund policy, reform, and the Bank's broader development finance and partnerships agenda.
•  Preparing high-quality presentations, briefings, talking points, and background notes for management.
•  Carrying out connective tasks across the unit and with other DFi departments, Global Practices, and Regional teams, ensuring coherence and follow-through on key workstreams.
•  Synthesizing complex information into policy notes, internal reports, donor correspondence, and management updates, ensuring quality and consistency across deliverables. 
•  Designing and conducting data analyses to surface insights that support evidence-based planning and management decisions across the unit's portfolio.
•  Contributing to the unit's knowledge management and learning  by supporting the design and documentation of internal learning events, helping develop and maintain knowledge products and SharePoint-based resources, and capturing and synthesizing lessons learned from across the clusters.

Selection Criteria

•  Master's degree in development economics, public policy, finance, business, management, accounting, or a related field. A minimum of two years of relevant professional experience.
•  TLAP (Trust Fund Learning and Accreditation Program) accreditation is required or must be obtained within a reasonable period following appointment.
•  Familiarity with World Bank trust fund policies, procedures, and practices, including knowledge of ongoing trust fund modernization and how these add value to the work of Bank operational units.
•  Good understanding of the operational and financial structure of trust funds, FIFs, and co-financing, including the Bank's key financing instruments (IDA, IBRD, Trust Funds, and FIFs) and how they complement one another.
•  Familiarity with standard reports, trust fund systems, SAP or equivalent World Bank financial and reporting systems is an advantage.
•  Knowledge of tools and platforms for data analysis, visualization, and knowledge management.
•  Understanding of the Bank's controls environment and risk management practices is an asset.
•  Excellent written and verbal communication and presentation skills, with the ability to draft clear and concise outputs for a variety of audiences, including senior management and external partners.
•  High level of initiative, self-confidence, and a self-starter attitude; ability to anticipate and respond promptly to competing demands.
