Job Summary:
The Director, Human Resources (HRD) reports to the Chief Executive Officer (CEO), dotted line to the fractional Chief HR Officer, and is an integral part of managing the Agency’s workforce and people strategy. The HRD directs the HR function and team of three generalists and specialists (recruiting, payroll/benefits, policy/admin). In conjunction with business leaders, the HRD leads initiatives focused on attracting, developing, engaging and retaining key talent across the agency, in addition to creating and implementing policies and programs for the effective management of people and managing compliance with all employment laws and standards. This is a hybrid position with an expectation of working in the East Windsor office three days per week and remotely two days per week.
Areas of Responsibility
- Ensure all work is carried out in a manner respectful and empowering to families and individuals with intellectual and developmental disabilities and chronic health conditions
- Direct all human resource functions and HR associates. Current HR functions include recruiting, onboarding, offboarding, compliance, employee relations, HR policy & administration, culture development, compensation and talent management/development. (Payroll and Benefits are managed jointly with Finance)
- Lead strategic HR initiatives regarding workforce planning and development, succession planning, organizational capability, risk management, promotability, and strategic recruiting
- Partner with external HR partners/consultants/legal advisors to define and execute against people and business strategies
- Work closely with the CEO and senior staff to define short-term and long-term business strategy, bringing HR expertise to the table to effectively leverage our capabilities against business objectives
- Implement and update human resource policies and procedures that cultivate and strengthen the Agency’s culture
- Help create programs that foster employee satisfaction, engagement, retention and Agency culture
- Lead and manage new hire orientation and onboarding
- Direct HR compliance programs for effective management of people to include affirmative action, harassment, discrimination, DEI initiatives, and resolution of employee complaints
- Guide, facilitate and train Management on the Agency’s performance evaluation system
- Collaborate with managers to identify employee performance issues, develop, and implement appropriate measures to provide employees the opportunity to succeed, and to take corrective action where necessary
- Lead compensation strategy and process of communicating and determining changes to pay and other rewards
- Represent the agency at community and trade associations
- Maintain human resource information system records
- Performs other related duties as required and assigned by CEO
